About this file
This document is an Addendum No. 1 issued by Harris County Purchasing Agent for Job No. 25/0227, relating to Drainage Improvements in the Barwood Subdivision (2018) for Harris County Precinct 3. The addendum, dated July 30, 2025, requires all vendors to acknowledge the changes in Bonfire by Monday, August 4, 2025, at 2:00 p.m. local time in Houston, TX. The addendum includes revisions to the General Notices, Plans and Drawings, and BidTable, with key changes such as increasing the total number of bid items from 91 to 106, updating line item descriptions, adding new items for alternative storm sewer options, and clarifying specifications for water lines, subgrade treatments, and concrete requirements.
The addendum addresses multiple vendor questions, providing clarifications on subgrade treatments, water line specifications, Davis Bacon wage rates, sawcut requirements, traffic control, tree removal, and miscellaneous bid item details. Notably, the project involves infrastructure improvements along North Eldridge Parkway, with specific considerations for intersection paving, median tree preservation, and storm sewer installation. The county has included alternative bid options for storm sewer placement to potentially save existing median trees, with the Office of County Engineering (OCE) to make the final decision prior to construction commencement.

QUESTIONS AND ANSWERS PER ADDENDUM NO. 1:
1. Question: Plans call for lime fly ash subgrade under standard paving and 8" csand under high early paving. There are no pay items for any of these - only cement for subgrade. Please clarify subgrade requirements and pay items.
Answer: The subgrade items have been updated to reflect the Geotech recommendations of 6% hydrated lime slurry at a minimum of 6” of depth at 95% compaction.
2. Question: Pay item #71 is for multiple sizes of waterline by multiple methods. Per specs these need to be separated by size and by open cut, or trenchless, or restrained joints.
Answer: Separate line items included for 6” and 8” lines.
3. Question: Some of the Davis Bacon wages included on the bid documents are considerably higher than current Harris County wage rates on other projects. Are we to use these wages or the current Harris County Q3 wages on other current bidding County projects?
Answer: Vendors shall use the provided wages for this specific project. This project will only use the GWD TX20250034 Heavy Flood Control Projects Only (Davis Bacon Wage Decision) for Job No. 25/0227.
4. Question: Paving requirements Note 1 - Sheet 4 call out 3000 psi concrete on this project. Please confirm.
Answer: This is confirmed per the express review sheet.
5. Question: Plans call out a lot of full depth sawcut on this project. Can this be quantified and paid by LF?
Answer: The majority of the sawcut callouts are pertaining to the driveway connections to the roadways. Typical sawcut information is provided in the details and it paid by lump sum.
6. Question: #87 - is for site restoration for water and sewer by the Acre. How can this be measured by the acre on a LF item? Shouldn't this be by the LF or SY at least?
Answer: Paid ‘per Acre’ per Harris County specification.
7. Question: How is the slope paving removal and replacement at the ditch to be paid?
Answer: Use line item 3 for slope paving and line item 23 for repair.
8. Question: What is the plan for traffic control when intersections are being paved along Eldridge? I don't see this phasing shown on the plans. Will traffic be moved to the other side of the road? Eldridge is a high traffic road and this needs to be clarified on how this work is to be phased and built.
Answer: The traffic control is detailed in sheets 71-80 of the plan set and show detour routes while intersection pavement is being constructed. These intersections are not going to be built simultaneously, and the project will be phased (Reference sheet 71 for phasing instructions).
9. Question: Are all the trees in the Eldridge medians to be removed or are any to be saved and are there any requirements to replace any trees?
Answer: No plan to replace trees per design. Along North Eldridge, the current design shows the storm pipe under the median, which will have all trees within this project limit to be removed. Bid items for an alternative option is included in the bid sheet.
This option is to install storm sewer under pavement to save all trees along the median. OCE will decide prior to starting construction.
10. Question: #66 is for additional tree trimming outside of ROW and bid by LS. If this is not shown on the plans then how can we bid lump sum if we don’t know the scope? This needs to be by the EA if not clearly shown.
Answer: The additional trimming is due to the unknown nature of the existing trees that will be encountered during the construction phases of the project. Since this is unknown a lump sum bid item is required.
11. Question: #67 - Repair of 6" concrete is bid by the EA? We need to know the area/size if bid by each or this needs to be bid by SY like all paving items. Please clarify.
Answer: This line item is to repair any residential driveways that get damaged in the process of construction. Since we do not know how many driveways this will affect, each item is required.
12. Question: What is the difference between item #17 and #70. Aren’t these the same?
Answer: Yes. Line item #17 is removed. The remaining item numbers are adjusted.
