About this file
The document is a Bid Check Return Authorization Form for Harris County, detailing the procedures for submitting bid bonds or cashier's checks when participating in a county procurement process. Bidders must submit their bid security either through a bid bond (Section A) or a cashier's check (Section B), with specific instructions for physical drop-off at 1111 Fannin Street, 12th Floor in Houston, Texas before the bid due date. The form outlines the County Clerk's handling of bid checks, including retention of checks from the three lowest bidders until contract award and receipt of performance and payment bonds.
The form authorizes Harris County to return the bid check via regular mail under three conditions: if the bidder is unsuccessful, after performance and payment bonds replace the bid check, or upon contract completion. All bid checks must be made payable to Harris County and for the required amount. The document provides spaces for bidders to complete their business details, contact information, and bid security specifics, with a section reserved for County Clerk or Purchasing Agent use to track the return of bid checks. The form was revised in November 2009 and provides a structured method for managing bid security submissions.
