About this file
This pre-bid conference presentation document is for the Washington State Department of Enterprise Services (DES) covering a cooperative purchasing agreement for forklifts and forklift services across Washington and Oregon. The procurement includes nine categories of forklifts: Electric Motor Riding, Electric Motor Narrow Aisle, Electric Motor Narrow Aisle Walkie, Electric Motor Hand, Internal Combustion Cushion Tire, Internal Combustion Pneumatic Tire, Heavy Duty Internal Combustion Pneumatic Tire, Rough Terrain, and Telehandler Forklifts, along with associated warranties, maintenance/repair services, parts, and delivery. Questions are due January 27th, 2025, with final answers posted February 3rd, 2025. Bids must be submitted by February 10th, 2025, with anticipated award announcement on March 17th, 2025, and contract award on April 16th, 2025. The contract term is two years with potential extensions up to six years total based on performance metrics.
Each forklift category will have up to four awards, with pricing submitted as "not to exceed" amounts. Bidders must submit prices for all items within a category (forklifts, warranties, and maintenance plans) to be considered responsive. Annual price adjustments are tied to the Material Handling Equipment Manufacture PPI index for equipment and the Truck Transportation of Freight index for transportation costs. Additional scoring considerations include 50 points for firms without mandatory individual arbitration for employees and 50 points for use of recycled motor oil. The contract includes a 1.25% vendor management fee and requires quarterly sales reporting.
