About this file
This is a specifications document (Exhibit B-1) for a forklift procurement solicitation covering Washington and Oregon states. The document outlines mandatory minimum specifications for nine categories of forklifts: Electric Motor Rider, Electric Motor Narrow Aisle, Electric Motor Narrow Aisle Walkie, Electric Motor Hand, Internal Combustion Engine Cushion Tire, Internal Combustion Engine Pneumatic Tire, Heavy Duty Internal Combustion Engine Pneumatic Tire, Rough Terrain, and Telehandler forklifts. The specifications include requirements for preventative maintenance services for both electric and LPG-powered equipment, with service requirements including on-site repair response within 2 business days, work reports within 15 calendar days, and bi-annual PM services scheduled at least 120 days apart.
The document establishes pass/fail criteria for bidder compliance across multiple specifications including warranty requirements (24 months/4000 hours minimum), maintenance schedules, repair services, delivery terms, and technical requirements specific to each forklift category. Key requirements include operator training within two weeks of delivery, use of the DES Contract Automobile Request System (CARS) for ordering, and specific performance capabilities for each forklift type. The document includes detailed maintenance checklists for both electric and LPG equipment types, covering visual inspections, operational tests, mechanical inspections, and cleaning/lubrication requirements.
