About this file
This is a Performance Requirements document (Exhibit B2) for a competitive solicitation (#28523) for forklifts issued by Washington State Enterprise Services. The document outlines three key performance requirements that bidders must address: delivery lead time, ordering requirements, and supply chain/inventory management. For delivery, bidders must commit to delivering all orders within 180 days and offer cancellation options with full refunds if delays occur. There are no minimum order requirements specified.
The scoring system for bidder responses ranges from 0% (meets minimum standards) to 100% (excellent added value), with intermediate scores of 30% and 70% for varying levels of added value. Bidders must demonstrate their ability to maintain sufficient inventory levels, manage supply chain disruptions, and provide information about their supplier networks. The document requires specific written responses about volume order thresholds, available discounts, number of suppliers, inventory levels, and strategies for managing supply chain disruptions. Responses will be incorporated into the resulting cooperative purchasing agreement if awarded.
