About this file
This is Addendum No. 1 to RFP-26-00304, issued by Hillsborough County, Florida on July 20, 2026, for the Program Year (PY) 2026 New Construction Development of County Owned Affordable Housing Infill Property. The addendum provides clarifications and answers to proposer questions regarding the procurement of affordable housing development services on forty (40) county-owned properties listed on the County's Inventory of Real Property Appropriate for Affordable Housing. The project has an estimated value of $6,000,000.00 and targets non-profit and for-profit entities and developers with experience in affordable housing development. Properties are located within unincorporated Hillsborough County, including Temple Terrace and Plant City, with only designated properties included in the RFP eligible for redevelopment proposals.
The addendum addresses three critical questions regarding proposal requirements. First, it directs proposers to Hillsborough County Development Services for clarification on subdivision definitions and pre-submittal conference requirements. Second, it clarifies that any proposer submitting for single-family homeownership projects must demonstrate prior successful construction of a development containing a minimum of ten (10) single family homes, regardless of whether properties are requested individually or divided into subdivisions. Third, the addendum confirms that privately held for-profit entities not required to obtain annual independent audited financial statements may submit reviewed or compiled financial statements prepared by an independent, licensed accounting professional in lieu of a full audit. A Cone of Silence is in effect for this procurement, restricting communication between proposers and county employees, except with the Director of Procurement, Procurement Services Department staff, or the County's assigned attorney.

Questions and Answers

Information may also be provided at the following website: Apply for a Land Development Pre-Submittal Conference | Hillsborough County, FL: (https://hcfl.gov/businesses/land-development/site-and-subdivision/apply-for-a-land-development-presubmittal-conference).

2. Question: Please provide more information about the statement: "For single family home projects, a proposer must have completed a minimum of one (1) single family housing development that includes at least ten (10) single family homes." Does a proposer who is requesting individual parcels (through the RFP) to build one home per parcel need to have previously completed at least one single family housing development with more than 10 homes? Does a proposer who is requesting individual parcels (through the RFP) with the intention of dividing them into additional parcels (to build additional homes) need to have previously completed at least one single family housing development with more than 10 homes? Or is the requirement that a proposer needs to have previously completed at least one single family housing development with more than 10 homes limited to proposers who are interested in requesting parcels (through the RFP) with the intention of dividing them into subdivisions that will contain at least 10 single family homes.
Response: Based on the RFP language reflected in the Instructions, Page 3, 3. Development Goals and Objectives, and Page 6, 5. Eligible Proposers, specifically “A proposer for a single-family home ownership project should have successfully constructed a development containing a minimum of ten (10) single family homes,” and in the Instructions, Page 15, 15. Developer Capacity/Qualifications, Approach and Ability, specifically “For single family home proposals, provide specific information on a minimum of one single family housing development that includes at least ten (10) single family homes.” Any proposal that is submitted for a single-family homeownership project, i.e., to construct single-family homes, should reflect having successfully constructed a development containing a minimum of ten (10) single family homes.
3. Question: The RFP Instructions on Page 7 state that "Certified financial statements are acceptable if an agency audit is not required." However, the Required Documentation section requests the proposer's two most recent years of audited financial statements. If the proposer is a privately held for-profit entity that is not required to obtain annual independent audited financial statements, will the submission of certified financial statements satisfy the financial statement requirement?
Response: Yes, this is acceptable. Please refer to Page 20 of the Instructions, Additional Required Documents, for information regarding the financial statements, i.e., “….proposer must submit reviewed or compiled financial statements, prepared by an independent, licensed accounting professional in lieu of an audit. The financial statements must include the following information: Current financial position to determine: □ Stability (cash flow versus reliable income) □ Sustainability (budget showing a surplus or deficit) □ Reasonable accounting format (showing assets and liabilities and composition of expenses) Results of operations or changes in net assets; □ If the proposer has received any federal award (directly or indirectly), then they must provide the schedule of expenditures of the federal award(s) for the period covered by the financial statement, include the total federal award expended for each individual federal program, federal organization name, pass-through entity (if applicable), and CFDA number (or other identifying number if CFDA number is not available); □ If applicable, identify in the financial statement notes the total amount provided for a loan or loan guarantee program(s); include the schedule of balance outstanding at the end of the audit period. Also include notes that describe the accounting policies used in preparing the schedule and if the auditee elected to use the 15% de minimis cost rate on indirect costs; □ Restrictions (temporary and permanent) that impact income statements; □ Copy of current financial policies and procedures; and □ Copy of the most recent IRS Form 990 or applicable “For Profit” Form. □ All accompanying Footnotes or Notes to the financial statements. Also, please note the answers to questions that will be considered in determining the financial capacity of the proposer are on Page 21 of the Instructions, 20. Financial Capacity, specifically “Did the proposer provide the required financial statements along with the accompanying audit opinion letter (if applicable) and Notes to the statements for the two most recently ended fiscal years?
