Summary

This is a Request for Proposals (RFP) application document from Hillsborough County Affordable Housing Services for the development of new affordable housing on county-owned infill properties in Program Year 2026. The RFP seeks proposals from non-profit and for-profit entities to develop either multi-family rental housing or single-family homeownership opportunities on forty available county-owned properties located in unincorporated Hillsborough County, including Temple Terrace and Plant City. All units must be set aside for households at or below 80 percent of area median income (AMI), with emphasis on projects serving very low income, special needs, and homeless populations. Applicants must demonstrate prior development experience: single-family developers must have completed at least one project with ten or more homes, while multi-family developers must have completed at least three successful rental projects. Construction must be completed within thirty-six months of the Infill Program Transfer Agreement execution. The application requires submission of comprehensive documentation including preliminary site and design plans, construction schedules and budgets, marketing plans, and five-year operating pro-formas for rental projects.

Proposers must leverage external funds equal to at least twenty-five percent of total development costs from sources external to their organization, such as banking institutions, other government agencies, or quasi-governmental entities. Eligible applicants must be in good standing with the State of Florida for a minimum of two years and provide audited financial statements no older than two years, current tax clearance certificates, letters of commitment from lenders, and evidence of liquid assets or lines of credit. Multi-family rental properties must maintain affordability for a minimum forty-year period with a mortgage, promissory note, and land use restriction agreement executed by the successful proposer, while single-family homes must maintain affordability for a minimum thirty-year period with maximum sales prices not exceeding ninety-five percent of the HUD-determined area median purchase price. The overall project estimate is $6,000,000.00. Applicants previously awarded properties through an RFP are ineligible unless at least fifty percent of awarded properties have completed construction, and proposers with two or more existing AHS-funded projects less than fifty percent complete are ineligible.

Brenda Brackins, Director

New Construction Development of County Owned Affordable Housing Infill Property - Application

APPLICATION

Request for Proposals (RFP)

Program Year (PY) 2026

This Application is for the Hillsborough County Affordable Housing Services’ (AHS) Request for Proposals (RFP) for New Construction Development of County Owned Property. The goal of this RFP is to increase the availability of single-family home ownership and multi-family rental affordable housing within Hillsborough County by utilizing existing County owned property designated for affordable housing purposes.

The Project Goals:

All units must be set-aside for households at or below 80% of area median income (AMI).

Emphasis will be placed on projects which remove or reduce housing barriers, projects with extended affordability periods, and projects serving very low income, special needs and homeless populations. The projects may include multi-family rental and homeownership that target households at or below 80% AMI and/or single-family homeownership opportunities for first time home buyers at or below 80% AMI.

RFP Requirements:

• Funds may be awarded to non-profit and for-profit organizations for projects that benefit extremely low to moderate income households/persons (at or below eighty (80%) area median income) for eligible single family new construction homebuyer properties.

• Twenty-five (25%) of the development and construction costs of the project is required to be leveraged by external funds.

• Proposers are required to include, at a minimum, the following information in each proposal:

1) Preliminary site plans;

2) Preliminary design/construction plans;

3) Construction schedule and budget;

4) Marketing plan;

5) Five (5) year operating pro-forma for rental projects that will serve eligible individuals and/or households with special needs, if applicable.

• Eligible proposers must be non-profit and/or for-profit entities that have been operating in good standing with the State of Florida for a minimum of two years.

• Special needs housing may only be conveyed to a non-profit entity which ordinarily also provides wrap-around services.

New Construction Development of County Owned Affordable Housing Infill Property

• It is the responsibility of the applicant to confirm utility access, walk the parcel for topography and do as much due diligence as possible on properties of interest prior to submitting the application.

• A proposer of a Single-Family Home Development must have completed a minimum of one single family development with a minimum of ten (10) single family homes.

• A proposer of a Multi-Family Rental Development must have completed a minimum of three (3) successful multi-family rental projects prior to this application.

• The list of available Infill Properties is included in the RFP Instructions (Maps and Property Locations – Attachment A). No other properties may be submitted for consideration.

• Proposals submitted that are inconsistent with the parameters established in this RFP will deem your application ineligible.

• Land awarded under this RFP will be transferred to the successful proposer pursuant to the terms of an Infill Program Transfer Agreement subject to the approval of the Hillsborough County Board of County Commissioners.

• A mortgage, promissory note and land use restriction agreement will be executed by the successful proposer for a minimum 40-year term for multifamily rental developments.

Interest payments will be required of for-profit developers of 1% - 3% annually on the value of the land.

• For Multi-Family Rental Developments, the land conveyed must remain under the ownership of the successful proposer for the duration of the affordability period or the mortgage will be considered in default and payment for the land will be required in the amount of the original mortgage and promissory note amount, including accumulated interest, and a percentage of any increased value in the land. The affordability period for these projects is a minimum of 40 years.

• For Single Family Home Developments, the homes must be sold on a first come first served basis to income eligible first-time homebuyers who will execute a homebuyer deferred payment mortgage, promissory note, and land use restriction agreement recorded at the time of closing with a term equal to the affordability period. The affordability of these projects is a minimum of 30 years. The maximum sales price of the homes may not exceed 95 percent of the area median purchase price for single family housing, as determined by the Department of Housing and Urban Development (HUD).

INELIGIBLE PROPOSERS/PROPOSALS

• Any party on the Excluded Parties List System (Home | SAM.gov) will be deemed ineligible. This includes both the proposer and any partnering organization identified as part of the proposal.

Form 990, or Exemption Statement, or applicable “For Profit” Form, and have not received an audit conducted by an independent auditor. Certified financial statements are acceptable if an agency audit is not required.

• Proposers with two or more projects through AHS that are less than fifty percent (50%) complete and/or have less than fifty percent (50%) of AHS funds expended, as documented by the required Monthly/Quarterly Progress Reports and verified by

Proposals for developments exclusively dedicated to serve special needs and homeless households should only be submitted by non-profit agencies who ordinarily also provide wrap-around services.

□ Indicate the target AMI categories within your proposed development:

# of Units/ Households

□ Whether the project targets special needs households as defined in Section 420.0004 (13)
