About this file
This is a Request for Proposals (RFP) scoring sheet issued by Hillsborough County, Florida, for Program Year 2026 New Construction Development of County-owned affordable housing infill properties. The County is seeking proposals from non-profit and for-profit developers to build affordable housing on forty (40) designated County-owned properties located within unincorporated Hillsborough County, including Temple Terrace and Plant City. The project's total estimated value is $6,000,000.00. The RFP is limited to properties specifically identified in the RFP documentation; any properties not included are unavailable for redevelopment. No specific response deadlines, site visit requirements, or bidder conferences are detailed in this scoring sheet, though references indicate a Site and Subdivision Pre-Submittal Conference requirement during the evaluation process.
The scoring sheet establishes a comprehensive 130-point evaluation system across six primary categories: Developer Capacity and Qualifications (30 points), Development Proposal and Project Readiness (30 points), Public Benefit (20 points), Leveraging of External Funds (20 points), Financial Documentation (10 points), and Financial Capacity (20 points). Minimum leveraging requirements mandate that 25 percent of development and construction costs be funded through external sources, with additional points awarded for higher leverage percentages. Proposers must demonstrate financial stability through recent financial statements, current ratio assessments, and 90-day cash on hand reserves, with evaluations conducted by the County's Office of Management and Budget. The evaluation framework prioritizes experience with affordable housing development, project feasibility, capacity to complete projects within 36 months, long-term affordability plans, and financial stewardship, with separate scoring tracks for new and past subrecipient developers.
