About this file
This file is a technical evaluation template for Factor 1 - Staffing Capability, part of Attachment 2 to the solicitation HE125426RE014 for Daily Commute Bus Drivers for Student Transportation Services at the Okinawa Military Community in Japan. The template is formatted as an Excel workbook requiring offerors to respond to 11 mandatory questions and up to 20 optional questions, with responses limited to 250 words per cell.
The mandatory staffing questions require offerors to specify the total number of Contract Managers, Alternate Contract Managers, and Drivers proposed across five service categories: Daily Commute, Scheduled Curricular, Co-Curricular, Far East, and Career Practicum. Additionally, offerors must address three staffing strategy questions covering how they will ensure adequate driver availability daily, their contingency plan for driver absences or resignations, and whether they are proposing a teaming arrangement with subcontractors or joint venture partners. If a teaming arrangement is proposed, offerors must identify all partners and describe each party's roles and responsibilities. Optional questions allow offerors to identify personnel holding advanced qualifications such as installation access to the Okinawa military installation, current security and safety training, criminal background clearances, and CPR or First Aid certifications. All personnel must be available and ready to perform services by August 1, 2026, and must meet specified compliance requirements outlined in the Performance Work Statement sections 2.1 through 3.5. Failure to complete the attachment in Excel format or provide responses to all 11 mandatory questions will result in an "Unacceptable" rating for Factor 1.
