About this file
This is a Performance Work Statement (PWS) for bus driver services in Okinawa, Japan, issued by the Department of War Education Activity (DoWEA) for the Pacific South District.
The contractor must provide comprehensive student transportation services including daily commute runs, curricular trips, co-curricular/activity transportation, and Far East Event trips. Daily commute services transport students to and from designated schools and bus stops during regular school hours (typically 0600-1600 hours). Curricular trips support field trips and school-based transportation within 60 miles of the installation, normally between 0700-1600 hours. Co-curricular and activity bus services operate between 0500-2300 hours for after-school activities and sports. All services require the contractor to provide drivers, vehicles, supplies, and equipment complying with DoWEA and Host Nation regulations. The contractor must appoint a primary and alternate contract manager available 24 hours daily, capable of responding to emergencies within 60 minutes and attending face-to-face meetings. Routes must be optimized for minimum ride time (not exceeding 60 minutes normally) with highest ridership efficiency. The contractor is responsible for developing routes, bus stops, and schedules based on government-provided ridership data, subject to COR approval. Performance standards include 98% compliance for transportation objectives and reporting, with 100% compliance required for security and safety requirements. The contractor must maintain two-way communications with drivers 30 minutes before and 60 minutes after scheduled runs, conduct daily vehicle security inspections, perform end-of-run checks within 5-10 minutes, and report accidents/incidents within 24 hours. All contractor personnel must pass background checks, possess valid Host Nation driver's licenses (Type I for large buses), current first aid/CPR certifications, and speak/read/write the Host Nation language. Drivers cannot operate buses exceeding 8 hours per calendar day. The contractor must provide annual security and safety training (7 hours minimum), refresher training in January, and maintain documentation of all training sessions. Bus cleanliness procedures must follow CDC guidance with daily trash removal, weekly window cleaning, and three yearly waxings during school breaks. The government provides limited facility access at Building 5821 on Camp Foster including office space (613 sq ft), drivers' break room (774 sq ft), recreation/kitchen area (618 sq ft), locker/shower rooms (362 sq ft), and adjacent bus wash rack (1,130 sq ft), with shared areas controlled by the Student Transportation Office.
