About this file

This is an addendum to a competitive solicitation issued by Hillsborough County Public Schools (HCPS) in Florida for computer devices and related services. The addendum, issued September 21, 2026, modifies Section 1.5.2 of the original RFP 26376-DST to update the experience requirement for proposers. The solicitation seeks to establish stable and predictable costs for acquiring, configuring, deploying, supporting, and maintaining laptop and desktop computing devices, including Windows laptops, Windows desktops, Chromebooks, and all-in-one computers for students and employees. The estimated Year 1 rollout includes approximately 13,000 teacher Windows devices, 1,000 student Windows devices, and 2,500 student Chromebooks drawn from an inventory of 362,265 total devices across 235 school sites. Proposals were due October 7, 2026 at 5:00 PM EST, with technical questions due September 23, 2026 at 12:00 PM EST. The initial contract term is three years with automatic renewal for up to two additional one-year periods as appropriations allow.

The addendum specifies that proposers must demonstrate experience provisioning and deploying up to 50,000 units per year to a single account, with a minimum of three years in business. The estimated annual budget is $34 million, with $10 million (29.41%) funded by Title I and other federal grants and $24 million (70.59%) from state and local sources. HCPS intends to award both primary and secondary contractors and does not guarantee minimum quantities for any device category. Services required include device configuration, imaging, provisioning, mobile device management enrollment, minimum one-year warranty covering parts and labor, accidental damage protection with 21-day repair completion, and replacement parts availability for a minimum of four years. Evaluation criteria include specifications and scope of work (35 points), qualifications and experience (25 points), and cost and value (40 points), with potential bonus points available for Small Business Encouragement Program participation. Proposers must certify compliance with Florida Statutes Section 287.138 regarding foreign ownership restrictions.
