About this file
This is a Lobbying Certification Form required for submission with proposals in response to a County of Rockland, New York Request for Proposals for Public Transit Management, Operations, and Maintenance Services for the Transport of Rockland (TOR) fixed-route intra-county bus service. The RFP seeks a qualified firm to provide comprehensive management, administrative, technical, mechanical, and vehicle operator staffing to operate the TOR bus system, which currently maintains a fleet of 45 County-owned vehicles. Services include daily management and oversight of the fixed-route system, vehicle maintenance and repairs, scheduling, routing, road supervision, safety and accident investigation, fare collection, Intelligent Transportation Systems support, and customer service during normal and emergency operating circumstances. The contracting methodology follows the Federal Transit Administration's Third Party Contracting Guidance (C.4220.1G, as amended), with the County of Rockland Department of Public Transportation responsible for contract supervision and management.
The Lobbying Certification Form certifies that no Federal appropriated funds have been or will be paid for lobbying activities related to the contract award, in compliance with 31 U.S.C. Section 1352 and related Federal regulations. The form requires certification that all subawards at all tiers include identical lobbying language and that subrecipients provide corresponding certifications and disclosures. Contractors must submit this certification as a prerequisite for proposal consideration. Failure to comply with lobbying certification requirements subjects contractors to civil penalties of not less than $10,000 and not more than $100,000 for each violation. The funding for TOR buses originates from the Federal Transit Administration, New York State Department of Transportation, and local County of Rockland matching funds, with all Federal and state guidelines and requirements binding on the selected contractor.
