About this file
This is an insurance requirements document for Volusia County's Lift Station Maintenance and Repair contract (IFB #26-B-06JJ). The County of Volusia seeks qualified contractors to provide maintenance, repair, and potential replacement services for 29 lift station locations comprising 35 tanks and 61 pumps, including 19 E-One pumps across multiple county facilities. Contractors must hold one of three specific Florida licenses: Certified Plumbing Contractor, Underground Utility Contractor, or Electrical Contractor. Maintenance requirements include quarterly inspections of pumps, float systems, alarm systems, and electrical components, as well as annual tasks including tank washing, motor testing, and sediment trap cleaning. The solicitation was released on October 15, 2025, with questions due by November 5, 2025, and final bid responses required by November 19, 2025, at 3:00 PM. The contract offers an initial three-year term with options for two additional one-year renewals, contingent on mutual agreement and County Council approval. Response time expectations include 48-hour response for routine service calls and 4-hour response for emergency service calls.
Contractors must provide comprehensive insurance coverage including Workers Compensation with Florida Statutory Coverage and a waiver of subrogation; Commercial General Liability with limits of $1,000,000 per occurrence and $2,000,000 general aggregate, with contractual liability, endorsements for waiver of subrogation and primary and non-contributory coverage, and the County designated as additional insured; and Auto Liability coverage with a combined single limit of $1,000,000 for any auto, contractors, subcontractors, and independent contractors, with the County named as additional insured. Cancellation of insurance policies requires thirty days' written notice to the Certificate Holder at the County of Volusia Purchasing & Contracts Division, 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, Attention Risk Management Division. Contractors must submit a Prime/Subcontractor Form detailing all proposed subcontractors, their disciplines, and work percentages, and will be required to provide a percentage discount for replacement parts.
