About this file

This is Addendum 1 to the Town of Ridgefield and Ridgefield Public Schools Request for Quotes (RFQ) for Performance-Based Energy Services (Bid Number 26-10), addressing clarifications and additional information provided to prospective bidders. The addendum clarifies that the scope of work and cost analysis should be presented at a conceptual level to allow order of magnitude savings comparisons; site visits are estimated at 30 minutes per location with all three facilities to be visited, with follow-up visits permitted subject to Ridgefield Public Schools (RPS) protocols that include security badge requirements, restrictions on photographing students, and designated restroom access for visitors during school hours. The addendum confirms the Town's preference for a 15- or 20-year financing term using a Tax-Exempt Lease Purchase Agreement (TELP) or similar instrument, with debt service to be covered entirely by the verified energy savings generated by the project. The current building management systems at the Town and RPS facilities utilize Alerton ABS, which is identified as the preferred system. Solar installations are explicitly excluded from the scope of this RFP, as the Town has historically pursued solar projects separately.

The addendum includes historical electrical consumption data for the Old High School location (51888933017 at 90 East Ridge Road) and an HVAC equipment inventory for Town Hall Annex, detailing two roof-top units—a Carrier model 50AYC030-PQ611EL installed in 2003 (Unit 6) and a Trane model TSC120A4EK02FU installed in 2003 (Unit 7). The document references supporting files including electricity consumption data from prior fiscal years (2024 and 2025), Eversource utility information, HVAC inventory documentation, and the primary RFP and related electricity RFP documents to provide bidders with comprehensive baseline data for developing their energy efficiency proposals.

Addendum Number 1

Bid Number 26-10

Request for Quotes

Performance-Based Energy Services

To All Bidders:

The following questions have been received;

1. Does the response require specific scope of work with cost and savings or is a qualitative response? Scope and cost should be set at a conceptual level to allow order of magnitude savings for the RFP comparisons.

2. How much time is being allotted for the site visits, and will all three locations be seen?

Are follow up visits allowed? Estimate 30 minutes per site, also please see RPS protocols; If folks are coming in during the school day we need to be sure they aren't disturbing classes, do not take pictures with students in them, and have their licenses available for a security badge. Also, if they need restrooms they need to use them in the main office, not the student bathrooms in hallways.

3. Does the town contemplate a 15- or 20-year financing term with as a Tax-Exempt Lease Purchase Agreement (TELP) or similar instrument to fund the project with debt services being covered by savings? Yes, the project should be paid via the proposed savings.

4. What is the current building management systems and is that the preferred system? Alerton ABS (Town and RPS).

5. Is the desire for solar to part of this project or would that be separate as the Town has done in the past? No, solar installations are not considered as part of this RFP.
