Written questions must be submitted by 11:59 pm on Monday, March 23, 2026, with answers posted by Thursday, March 26, 2026 at 11:59 pm. Proposals must be received electronically through KCAB's online bidding portal by Thursday, April 2, 2026 at 2:00 pm Eastern Time, with interviews anticipated for the week of April 13, 2026. The initial contract term will be two years with KCAB retaining the option to renew for three additional one-year terms at mutually agreeable rates not to exceed the prior year price plus five percent or the Consumer Price Index increase, whichever is less.

Minimum qualifications require relevant experience managing environmental services for airports or similarly regulated facilities within the past five years, extensive knowledge of at least two service areas, five or more years in business, and a designated project manager with on-call experience for an airport or government entity. Evaluation will occur in two phases: Phase 1 is a pass/fail assessment of minimum qualifications, and Phase 2 scores proposals on consultant qualifications and experience (40 points), key personnel qualifications and availability (40 points), and proposed rates and fees including the sample project cost (20 points). Proposers must submit hourly rates for five position categories—Senior Consultant, Project Manager, Staff Scientist, GIS/CADD Technician, and Administrative Staff—with compensation invoiced monthly on a net 30-day payment basis. Reimbursable expenses include local travel at 58.5 cents per mile, inter-city transportation excluding CVG commute travel, and out-of-town lodging, with meals non-reimbursable. The awarded consultant must maintain comprehensive insurance coverage including professional liability insurance of at least $1,000,000, commercial general liability and umbrella insurance of $2,000,000 to $10,000,000, automobile liability insurance of $2,000,000 to $10,000,000, and workers' compensation insurance with KCAB named as additional insured. Kentucky preference for resident bidders will be applied in accordance with state law, and the procurement includes Title VI Civil Rights Act protections ensuring that disadvantaged business enterprises receive full and fair opportunity to submit bids without discrimination based on race, color, or national origin.

NOTICE TO BIDDERS

The Kenton County Airport Board (“KCAB”) will receive proposals for On-Call Environmental Consulting Servicesat the Cincinnati/Northern Kentucky Int’l Airport (“CVG”). Proposals must be received by Thursday, April 2, 2026 at 2:00 pm. No proposals will be accepted after that time unless such date or time is extended pursuant to an addendum issued by KCAB.

A pre-proposal meeting will be held on Thursday, March 12, 2026 at 10:00 am at CVG Centre, Admin Offices, 77 Comair Blvd., Erlanger, KY 41018. Please RSVP by March 11, 2026, through KCAB’s online bidding system https://procurement.opengov.com/portal/cvgairport. Select Invitation 26-011-RFP and provide the name of the person(s) attending. See Attachments for RSVP instructions.

KCAB reserves the right to waive any informality or irregularity in any proposal or bid guaranty, to reject any or all proposals, to award or refrain from awarding a contract for the work, and to negotiate with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB.

Preference for Kentucky resident bidders will be applied in accordance with Kentucky law.

KCAB in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
