2. SCOPE OF WORK / TECHNICAL SPECIFICATIONS

2.1 BACKGROUND /OBJECTIVES

The Hayden Bridge raw water intake facility has seven vertical turbine pumps used to pump raw water to the water filtration plant. The following is a summary table, listing pump information, for intakes 1 and 2:

Table 1. Pump Data

Intake / Pump # Pump Make HP / Capacity Year Installed 1 – Pump 1 Peerless 250hp/4,950 gpm 1995 1 – Pump 2 FlowServe 500hp/11,000 gpm 2014 1 – Pump 3 Peerless 500hp/10,500 gpm 1995 2 – Pump 4 Peerless 800 hp/16,200 gpm 1995 2 – Pump 5 Peerless 800 hp/14,400 gpm 1975 2 – Pump 6 Peerless 600hp/12,200 gpm 2026 2 – Pump 7 FlowServe 800hp/14,000 (VFD) 2014 - 2016

EWEB will select the most qualified pump supplier for the replacement of Pump 5, which requires a new motor to replace the existing (water-jacket-cooled) that has reached the end of its useful life. Only Pump 5 requires replacement because the upper pump shaft is worn at the stuffing box and the annual vibration analysis report states that it has been exhibiting low level wear, where continued monitoring is required.

2.2 LENGTH OF CONTRACT.

The contract for this project (“Contract”) will start from the date of award, approximately December 31st, 2026. Time is of the essence and with Pump 5 out of service, any delay results in real damage to EWEB by increasing wear and tear on other pumps. In addition, a reduction in EWEB’s pump station capacity poses a risk to the drinking water system without adequate capacity to respond in an emergency. Therefore, the preliminary schedule is listed below:

• Request For Proposal (RFP) Released: Tuesday, March 23rd, 2026

• Last day for EWEB to receive questions from Proposers: Thursday, April 16th, 2026

• Last day EWEB will post Addenda on Bid Site: Monday, April 20th, 2026

• Closing date (last day to submit proposals to Bid Site): Thursday, April 23rd, 2026, 2:00 pm

• Responses evaluated: April 24th to April 30th, 2026

• Intent to Award Announcement Posted on Bid Site: Friday, May 1st, 2026

• Pump supplier RFP contract Board Approval: Tuesday, June 2nd, 2026

• Contract Award: June 3rd to 5th, 2026

• Final schedule is provided for EWEB review and approval: June 13th to 15th, 2026

• EWEB provides pump installation contractor: September 21st, 2026

• Pump and Motor are delivered to EWEB – November 16th, 2026

• Pump in Service date – December 18th, 2026

• Issue Substantial and Final Completion – December 31st, 2026

The successful pump supplier shall provide a detailed schedule, detailing pump and motor lead times, within 10 days of the contract award for EWEB review and approval. Any unnecessary delay caused by the pump supplier shall result in liquidated damages as stated in Attachment A, schedule of goods.

2.3 PRIMARY DELIVERY DATE OF EQUIPMENT

November 16th, 2026, or as approved based on the pump suppliers lead time for the pump and motor, within 10 days of the contract award for EWEB review and approval.
