ADDENDUM #4 - EWEB HAYDEN BRIDGE RAW WATER INTAKE PUMP #5 & MOTOR RFP 26-002-G
This document is Addendum #4 to RFP 26-002-G issued by the Eugene Water & Electric Board (EWEB) for the replacement of Pump #5 and its motor at the Hayden Bridge Raw Water Intake Facility in Springfield, Oregon. The addendum provides clarifications and modifications to the original bidding documents through a question-and-answer format addressing technical specifications and scope of work. Key changes include modification of the minimum pump column size from 20 inches to 24 inches, clarification that the Net Positive Suction Head Available (NPSHa) requirement has been changed from 20 feet to approximately 39 feet, and confirmation that ITT-Goulds pumps are approved equal suppliers alongside previously listed manufacturers Flowserve, Peerless, and Xylem-Goulds. The addendum confirms that proposers may substitute stainless steel for bronze line shaft bearing retainers as an approved equal and that factory testing must demonstrate the pump meets rated head and flow specifications in accordance with ANSI/AWWA E101/E102 and Hydraulic Institute Standards, with measurements taken at a minimum of seven capacity points including one within +/- 2% of design capacity.
EWEB will provide contracted labor for all site work, including installation of the pump, equipment pad, air vent piping, and sole surface preparation, with motor vibration analysis contracted separately to OTS and paid by EWEB. The pump supplier's scope is limited to supplying the pump and motor with engineering for the new pad only. All addendum receipt must be acknowledged by signature and returned with the proposal response or indicated on the proposal form, as this constitutes a material change to the bid. The original proposal submission deadline of April 23, 2026, at 2:00 PM PT remains unchanged, and proposers are directed to include any exceptions to technical requirements in accordance with Section 5.2 for proposal evaluation purposes.

ADDENDUM #4
EWEB Hayden Bridge Raw Water Intake Pump & Motor #5
RFP 26-002-G
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
QUESTIONS & ANSWERS:
Q: Existing tag on base of #5 pump duty conditions different than specification. Please confirm no change to original stated Design Requirements for pump.
A: There will be no changes to the rated head and flow listed in the table. The existing tag on Pump #5 does not match the operational duty of the existing Pump #5. However, the minimum pump column size listed in the table shall be changed from 20-inches to 24-inches for the basis of the bid price. The velocity recommendation from the pump manufacturer shall not be exceeded.
Q: Have any other Manufactures been approved as equal?
A: Not currently, the technical requirements from the RFP are listed below:
1. Approved Motor Manufacturers: US Motor, GE, or approved equal.
1. Approved Pump Manufacturers: Flowserve, Peerless, Xylem-Goulds, or approved equal during the proposal solicitation period.
Q: I am reaching out to get approval to supply an ITT – Goulds turbine pump. I see you have listed Xylem-Goulds as an approved manufacturer. Goulds is divided into 2 major groups, Xylem Goulds handles the smaller turbine pumps and ITT – Goulds handles the large ones. 800hp falls into the ITT-Goulds category. Can we get approval to quote ITT- Goulds?
A: Yes. The ITT-Goulds pump is an approved equal.
Q: Material only to supply a pump & motor along with engineering for the new pad? No labor included to install / modify pad included or the installation of the pump?
A: EWEB will provide contracted labor for all site work, including installation of the pump and equipment pad. See section 2.5, EWEB Provided (Contracted Labor) Scope of Work.
Q: Motor Vibration to be contracted with OTS and payment to OTS to be made by EWEB?
A: Yes. See section 2.5, EWEB Provided (Contracted Labor) Scope of Work.
Q: Engineering only for Section 11305 to be provided by the pump supplier? Site work is to be completed under the contract for the installation which is separate from the pump supplier’s scope?
A: EWEB will provide contracted labor for all site work, including installation of the pump and equipment pad. See section 2.5, EWEB Provided (Contracted Labor) Scope of Work.
Q: Pump NPSH is called out not to exceed 20 ft. The pump we are offering shall be 23.42 ft, which is the same as the existing pump. Will this be acceptable?
A: Yes. The NPSHa in the table shall be changed from 20-feet to approximately 39-feet. Application specific verification is required during submittals based on the pump manufacturers bowl elevation.
Q: Line shaft bearing retainers are called out as Bronze. Is Stainless Steel acceptable?
A: Stainless steel is approved equal. Please include a list of any exceptions to the technical requirements as required in accordance with section 5.2 for proposal evaluation.
Q: Will “drop in” retainers be required?
A: Please include a list of any exceptions to the technical requirements as required in accordance with section 5.2 for proposal evaluation.
Q: Air Vent to be supplied by pump manufacturer. Will the piping be field fitted by the EWEB contracted pump installer?
A: Yes. EWEB will provide contracted labor for all site work, including installation of the air vent and piping. Piping will be supplied by the installation contractor.
Q: Sole surface preparation to be performed by EWEB contracted pump installer?
A: EWEB will provide contracted labor for all site work, including installation of the pump and equipment pad. See section 2.5, EWEB Provided (Contracted Labor) Scope of Work.
Q: Factory testing is called out but no HI Standard is referenced. Please confirm test level required.
A: Correct, EWEB expects the factory testing to show that the pump meets the rated head and flow as specified in SECTION 11305. PART 2. PUMP PRODUCTS M. Also, PART 3. O. states the allowable tolerance during testing, “All tests and test reports shall conform to the applicable requirements of ANSI/AWWA E101/E102 and the Hydraulic Institute Standards. AWWA E102, Section 5.3 Performance testing states, “Measurements shall be taken at a minimum of seven capacity points, which shall include one point within +/- 2% of the design capacity”. However, for clarity, remove “or as required in the purchase documents”.
