About this file

This is an addendum to a Request for Proposals issued by the Eugene Water & Electric Board (EWEB) for the procurement of a replacement vertical turbine pump and motor for the Hayden Bridge Raw Water Intake Facility in Springfield, Oregon. Addendum #3, dated April 13, 2026, modifies the technical specifications for the pump and motor system under RFP 26-002-G. The addendum adds three critical technical requirements to Section 11305 covering vertical open lineshaft pumps and vertical hollow shaft motors: (1) the complete system must have no dangerous critical or resonant frequencies within 20 percent above and below the required operating speed, with analysis sealed by a registered professional engineer; (2) shop balancing to 1.0 mils displacement requires submittal of a test report for EWEB review and approval; and (3) field balancing must achieve a vibration velocity limit not exceeding 0.2 inches per second, with the supplier responsible for providing additional support to the installation contractor at no cost to EWEB if this tolerance is exceeded. The closing date and time for proposal submission remain unchanged. Acknowledgment of receipt of this addendum is required and constitutes a material change to the bid, with proposers obligated to sign and return a copy of the addendum with their response or circle the addendum number on the proposal form.

This addendum does not address pricing terms, set-aside provisions, incumbent vendor information, or funding sources, as these matters are controlled by the original RFP documents. The addendum serves solely to incorporate additional technical and performance specifications related to system vibration analysis and dynamic balancing requirements that vendors must satisfy during equipment manufacturing, shop testing, and field installation phases.

ADDENDUM #3

EWEB Hayden Bridge Raw Water Intake Pump & Motor #5

RFP 26-002-G

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Description of Change(s):

1. Add the following at SECTION 11305 - VERTICAL OPEN LINESHAFT PUMP & VERTICAL HOLLOW SHAFT MOTOR, Part 1: General, G.

G. MASS ELASTIC SYSTEMS AND CRITICAL SPEEDS: The complete system, including pump, shafting, couplings, motor, and all appurtenances shall have no dangerous critical or resonant frequencies or multiples of resonant frequencies within 20 percent above and 20 percent below the speed required by the pump to meet the specified operating conditions. The manufacturer shall be responsible for the analysis at critical speeds for the system. Analysis shall be completed and sealed by a registered professional engineer.

2. Add the following at SECTION 11305 - VERTICAL OPEN LINESHAFT PUMP & VERTICAL HOLLOW SHAFT MOTOR, Part 3: U.b., after the word “plane.”

Shop balancing to 1.0 mls displacement requires a test report submittal for EWEB review and approval.

3. Add the following at SECTION 11305 - VERTICAL OPEN LINESHAFT PUMP & VERTICAL HOLLOW SHAFT MOTOR, Part 3: U.c., after the word “passed.”

Passing the field balance requires a vibration velocity limit not to exceed 0.2 in./sec. If the tolerance is exceeded, the supplier shall provide additional support to the installation contractor, as required at no cost to EWEB, to reduce the vibration velocity tolerance to within the specified limit.

CLOSING DATE AND TIME
