About this file

This document is a Technical Specifications file for a municipal infrastructure contract with the City of Salem, Oregon, covering roadway and pavement repair services. The contract involves asphaltic concrete repairs, roadway trench repairs, and related infrastructure maintenance work. The City will issue annual Work Orders detailing specific project locations, estimated quantities, and special considerations, with contractors required to respond within 5 days and commence work within 30 days of receiving the Work Order. Contractors must submit a Traffic Control Plan, comply with erosion control regulations, and perform work using Dense Grade Level II Hot Mix Asphaltic Concrete (HMAC) with specific technical requirements, including 4-inch minimum compacted depth repairs and sand sealing of pavement joints.

The contract specifications outline comprehensive operational requirements for contractors, including mandatory identification through company uniforms or safety vests, company vehicle signage, and equipment and operator provisions. There are no explicit pricing terms mentioned, but the specifications indicate that mobilization and traffic control costs must be included within the bid rate, with no additional fees allowed. Contractors are responsible for equipment maintenance, operator training, and correcting any unauthorized or unacceptable work at their own expense. The contract allows for both daytime and nighttime/weekend work, with specific definitions for nighttime hours (2000-0500) and weekend work (Saturday and Sunday).
