About this file

This Supplemental Conditions document, issued by Collier County, Florida for the Central County Water Reclamation Facility Expansion Project (Bid No. 25-8408), establishes regulatory compliance requirements and contractor obligations for the construction phase. The contractor must adhere to all conditions stipulated by regulatory agencies, including the Florida Department of Environmental Protection (FDEP) Environmental Resource Modification Permit No. 397540-002 EI, the FDEP Permit Operation and Construction Permit No. FLA142140-026-DW1P, and Collier County's Site Development Plan Amendment No. PL20220005103. Key regulatory requirements include submission of a Construction Commencement Notice 48 hours prior to commencing authorized activities, submission of an "As-Built Certification and Request for Conversion to Operational Phase" within 30 days of construction completion, maintenance of stormwater systems during construction, proper site grading and building floor elevation per contract drawings, and submission of a dewatering permit to the South Florida Water Management District (SFWMD) or FDEP if required. The contractor is also responsible for obtaining final Building Permits from Collier County Growth Management Department and must maintain a complete copy of all permits at the work site for regulatory review upon request.

The contractor shall reference the Geotechnical Engineering Services Report by Ardaman and Associates (completed February 2022) for subsurface condition information, while acknowledging that subsurface conditions may change between investigation and excavation and that boring information may not be representative of all site locations. The contractor must incorporate Collier County Public Utilities SCADA Standards into construction practices. Record drawings from previous projects are provided for informational purposes only; the Owner and Engineer provide no representations or warranties regarding their accuracy or completeness, and the contractor assumes all risk associated with their use and is responsible for independently verifying all existing conditions shown.
