About this file
This is a bid schedule document for Collier County, Florida's Central County Water Reclamation Facility Expansion Project (ITB No. 25-8408), a comprehensive wastewater treatment infrastructure development initiative. The project encompasses seven primary base bid line items: Mobilization/Demobilization & General Requirements, Civil Site Improvements, Process systems, Structural and Architectural work, Mechanical systems, Yard Piping, and Electrical and Instrumentation, each bid as a lump sum (LS) contract line item. A bid alternate for the Reclaimed Water System and Storage Tanks is also included as a separate lump sum line item. The sealed bid deadline is August 26, 2025, at 3:00 p.m. local time, with a non-mandatory pre-bid meeting scheduled for July 8, 2025, at 10:00 a.m. in Naples, Florida. Substantial completion is required within 1,050 calendar days from the Notice to Proceed, with final completion due 60 calendar days after Punch List delivery. Prospective bidders must register on the county's procurement portal to obtain complete project documents.
The project budget is estimated at $133,524,873 with an additional $5,000,000 Owner's Allowance designated for unforeseen conditions and owner-directed work, which will be distributed through change orders with supporting documentation for time and materials. A mandatory 5% bid bond is required, and successful contractors must provide Performance and Payment Bonds covering 100% of the contract amount. Liquidated damages are assessed at $11,000 per calendar day for failure to achieve substantial completion within the specified timeframe. Work hours are limited to 7:00 a.m. to 7:00 p.m., Monday through Friday. Contractors must possess appropriate Florida state licensing, demonstrate significant experience in large-scale infrastructure projects, maintain E-Verify enrollment, complete conflict of interest affidavits, and comply with comprehensive Environmental, Health and Safety requirements. The procurement requires adherence to multiple regulatory permits including those from the Florida Department of Environmental Protection and Collier County's Growth Management Department.
