About this file

This document is a Question and Answer (Q&A) related to a state of Washington Department of Enterprise Services (DES) competitive solicitation for Facility Technology Modernization (Solicitation #24-0005). The solicitation is seeking a comprehensive software technology solution that supports Asset Management, Work Order Management, and Capital Project Management. DES manages and provides services to 42 state agencies, and maintains the 144-acre state Capitol Campus in Olympia. The Q&A document captures and responds to questions received during the procurement process, including topics such as system requirements, data migration, user roles, implementation approach, and proposal requirements. The solicitation has been updated based on the Q&A, and the deadline for submitting additional questions is October 8, 2024. No solicitation questions received after that date will be addressed.

The Q&A document provides details on the expected system users, including approximately 6-12 system administrators, 10 primary users, 20 executive users, 200 technicians, and 250 tenant users. DES does not currently have an existing facility management system, and is conducting this competitive procurement to purchase and implement a new solution. Bidders are permitted to utilize third-party software to meet the system requirements, and must identify any such solutions in their proposal. Bidders are also required to provide at least one reference for each of three different contracts for similar services.

Many requirements in this worksheet have no dropdown for “How bidder meets Requirement” and “Response Code”. Please advise how to respond to these. Should the Bidder add the dropdowns for these requirements?
The Exhibit B-1 – Performance Requirements document has been updated to include dropdown menus for all required cells. Please see Amendment No. 1 and Exhibit B-1 – Performance RequirementsRev1.
Yes
16.
During the pre-bid conference, it was stated that all mandatory items must be met and if any cannot be met then a Bidder should not respond to the RFP. Is "Partially Meet" considered meeting a requirement and would "Partially Meet" be acceptable to DES?
If Bidder answer is “Partially Meets” bidder is required to provide a written response which provides a brief explanation on what component of the requirement is not being met. The DES evaluation team will evaluate the merits of the bidder response in accordance with the requirement and then determine Pass/Fail and/or whether clarifying questions are required. If a bidder’s response to a Mandatory Requirement is determined to be a ‘fail’, the bidder will be disqualified from further consideration.
No
17.
The requirement is “Provide at least one (1) reference for each of three (3) different contracts for which bidder has provided/performed goods and/or services similar in scope to the goods/services described in the above-referenced Competitive Solicitation.”. Please confirm that this is one reference for an Asset Management Software System, one reference for a Capital Project Management System, and one reference for s system that will support Enterprise Services’ Buildings and Grounds.
The DES requirement is to provide at least one (1) reference for each of three (3) different contracts for which bidder has provided/performed goods and/or services similar in scope to the goods/services described in the above-referenced Competitive Solicitation (i.e., 24-0005). There is no further refined requirement that states bidder should specify one reference for each of the system solutions defined in the solicitation (i.e., Asset Management, Work Order Management, Capital Project Management.) However, if a bidder chooses to respond with one reference per system solution type, that is the bidder’s decision.

18.
Some requirements say, “Bidder must provide…” or "Bidder will provide…” It is not clear which of these are asking for things to be provided with the proposal, or which are to be provided by the awarded Bidder. Can DES specify which of these require something to be provided with the proposal?
In the instructions worksheet of Exhibit B-1 Performance Requirements it is stated: “Please note that, if bidder is awarded a contract, bidder’s responses will be incorporated into the resulting contract.

Accordingly, bidder is cautioned to state only commitments that bidder can meet throughout the term of the contract. An awarded bidder (i.e., contractor) who is not able to meet such commitments throughout the contract term, will be subject to contract termination for breach of contract and damages."

In the Exhibit B-1 – Performance Requirements document the use of “must” is a mandatory obligation. The contractor is required to perform the specified action. Failing to comply with a “must” clause may constitute a breach of contract. For example, Requirement ID 244, Bidder must have an incident response process that follows NIST standards and includes breach detection, breach notification and breach response. The process must include notification to DES as defined in the contract. If bidder’s response to this requirement is “Fully Meets”, contractor must comply with this requirement throughout the duration of the contract.

The use of “will” is used to indicate a future action or commitment by the contractor. For example, Requirement ID 214, Bidder will provide printable/downloadable electronic training manuals. This use of “will” identifies a future commitment by the contractor to provide electronic training manuals. If bidder’s response to this requirement is “Fully Meets”, contractor will provide the electronic training manuals after the contract is awarded during the implementation phase of the contract.

If any document(s) is required to be included as part of the bidder’s proposal, DES will specify and identify such document(s) in the solicitation document and/or accompanying Exhibit(s).

No

19.
The Exhibit B-1 – Performance Requirements requirement ID #253 states “Bidder shall perform its duties as prime contractor which includes devices, all peripheral hardware, software and overall solution.” Can the Prime Contractor (Bidder) offer software provided by a Subcontractor? Also, please confirm that the Bidder is not responsible for providing end user devices such as personal computers and mobile devices.
In the instructions worksheet in the Exhibit B-1 – Performance Requirements document there is a “Response Code” defined as “Third Party”: The bidder can meet this requirement by utilizing a third party solution. The third party solution must be included in the bid. If selecting this option, in Column G: Written Response column, indicate if the third party functionality is already live with any other customers, what additional customization, or effort would be needed to deploy this third party solution, and any applicable limitations or restrictions related to the third party solution. Additionally, if the Prime Contractor (Bidder) intends to use Subcontractors, the Bidder must complete and submit Exhibit E – Bidder’s Diverse Business Inclusion Plan – Subcontractors.

This document is a required bid submittal IF bidder intends to utilize subcontractors if awarded a Contract. If so, bidder must complete Exhibit E – Bidder’s Diverse Business Inclusion Plan – Subcontractors as instructed therein and submit it with the bid to Enterprise Services.

Bidder is not required to provide DES with end user devices such as personal computers and mobile devices as part of its bid submission.
