STATEMENT OF WORK

FOR

ADD (RM) Kitchenette; B1204

AT

FAIRCHILD AIR FORCE BASE, WASHINGTON

Project No.: OPP 1134574

1 February 2023

1. PROPOSAL

This Task Order is directed by the ETOC Specification, General Contract Requirements. This Statement of Work (SOW) defines the scope for this task order to include:

1.1. CLIN 0001AA: Selective demolition; concrete floor surface patching; new carpet tile flooring; new resilient wall base; gypsum wallboard; painting; new cabinetry (both base and wall); new counter tops; new two-burner cooktop and range hood; new sink and plumbing; and new electrical to support upgrades at B1204 (Air Traffic Control Tower).

Each Contract Line Item Number (CLIN) component shall be priced to include all items of work described in the general work descriptions.

Supporting information is listed as Attachments A through N at the end of this document.

Government furnished information/materials are not guaranteed to represent actual conditions and shall therefore be field verified prior to submission of proposals. Questions must be submitted to the Contracting Officer in writing.

2. PROJECT MANAGEMENT

The following is a summary of the project phases and respective management requirements.

2.1. Performance Period: The performance period shall not exceed the number of calendar days shown in the Fair Opportunity Request for Proposal, and subsequent Task Order.

The performance periods shall be broken down into two phases: Phase I – Bonds, FA462023R0002

Required Submittals and Materials Gathering; and Phase II - Physical Work and Closeout. A Limited O&M Manual will be required. Refer to Paragraph 4.2.9 for requirements. A Notice to Proceed (NTP) will be issued for each performance period.

2.2. Material Gathering: The Contractor shall be required to complete the material submittal process and obtain Government acceptance of all submittals prior to commencement of work.

2.2.1. Allow up to 3 calendar days for Government reviews of each submittal.

2.3. Construction:

2.3.1. Power / Alarm Outages and Durations: Coordination of the work is critical. If any power outages are to take place, then the Contractor shall closely consult with the Contracting Officer, 92CES Construction Manager, Base Fire Marshal and the Base Electrical Shop Foreman for preparing and submitting a work plan. The work plan shall identify where/when/how the Contractor proposes to work, power / alarm outage durations and procedures to be used. All outages shall be scheduled two weeks in advance to allow notification of building users.

2.3.2. Winter Exclusion is NOT applicable to this project.

2.3.3. The Government will make a determination prior to the end of construction, after a joint Contractor/Government inspection of the punch list items, whether work is Substantially Complete.

2.4. Site Manager: The contractor shall refer to and follow the ETOC General Contract Requirements Section 01000, Paragraphs 2, 3 and 6.

2.5. Work Restrictions: Building 1204 (Air Traffic Control Tower) WILL be occupied during all phases of the project. The following work restrictions shall apply:

2.5.1. This project IS in a Controlled area.

2.5.1.1. Government personnel is present within the facility during normal work hours.

Escorts are NOT required within Building 1204 (Air Traffic Control Tower) for the areas in which construction will take place.

2.5.1.2. An Entry Authorization List (EAL) WILL be required within Building 1204 (Air

Traffic Control Tower) for work in this building.

2.5.1.3. Building 1204 (Air Traffic Control Tower) is located adjacent to the Airfield.

Contractor Storage Yards must have precautions taken to ensure that debris does not reach the Airfield.

2.5.2. All contractor personnel present on Fairchild AFB for this project must be US Citizens.

2.5.3. Work hours will be restricted to 7:00 am to 4:30 pm, Monday through Friday, excluding Federal holidays.

3. ENVIRONMENTAL

All applicable requirements of the BDG Section 013543 – Environmental Procedures shall be followed in the execution of this project.

3.1. Hazardous Materials Survey:

3.1.1. An Asbestos Materials Survey and TCLP Analysis of Representative Waste Streams has been performed in support of this project, and in included as Attachment C – Hazardous Materials Survey (dated 8 February 2023). The results of this survey show that there is no asbestos containing material (ACM) involved in this project. Additionally, various surveys and reports have been completed for other projects in other parts of the build with similar construction elements; and no suspect materials have been identified. Based upon this, it is assumed that there are no Asbestos-Containing Materials (ACM) impacted in this project. If any materials impacted contain asbestos, they are not part of this contract; and will be treated as a differing site condition. Should suspect material be encountered, the Contractor shall bring the issue to the attention of the Contracting Officer for resolution. The Contractor shall perform a TCLP Analysis of Representative Waste Streams containing sampling and test results.

3.1.1.1. All painted surfaces affected by the construction of this project shall be assumed to contain lead and shall be treated as a regulated coating. Disposal of lead containing materials shall meet all Federal, State and Local laws.

Prior to any waste streams leaving Fairchild AFB the contractor shall have a TCLP analysis accomplished. Results of the TCLP will be submitted to the Government for review and acceptance.

3.2. Hazardous and Universal Waste: For any project generating hazardous or universal waste, the contractor is responsible for identification, proper storage, management, and disposal of said waste. All Hazardous Waste manifests shall be signed by 92

CES/CEIE.

3.2.1. Sustainable Procurement: Requirements for use of Recovered Materials are referenced in the BDG, Section A.3 (D). There is a Green Procurement Statement

– Fairchild Air Force Base (Recovered Materials Determination Form) in the BDG. It must be completed by the Contractor and submitted to the Government prior to construction. A boilerplate form for this project has been filled out, and determines which products are Recovered Materials for this project. It is included as Attachment M – Sustainable Procurement Statement. There is also a Contractor’s Recovered Materials Certification in the BDG. It must be completed

by the Contractor and submitted to the Government at the end of construction. A boilerplate form has been included as Attachment N - Contractor’s Recovered Materials Certification.

4. GENERAL WORK DESCRIPTION

Activities specific to this project shall include but are not limited to:

4.1. Existing As-built drawings are provided For Information Only and are intended to illustrate various projects for the facility that might give information about the building, associated systems, and surrounding area of that facility. Government Furnished As- Builts are not guaranteed to represent actual conditions. Existing As-Built drawings are found in Attachment E - Building 1204 As-Builts (1980 Building).

Existing photographs (with notes) are found in Attachment F – Existing Photos.

4.2. Construction: Provide specific work as described in the paragraphs below, as well as in Attachment G – Government Provided Work Plan. Work includes selective demolition; concrete floor surface patching; new carpet tile flooring; new resilient wall base; gypsum wallboard; painting; new cabinetry (both base and wall); new counter tops; new two-burner cooktop and range hood; new sink and plumbing; and new electrical to support upgrades; and all testing and inspection for upgrades at B1204 (Air Traffic Control Tower). Construction shall be complete, including, but not limited to, verification of existing conditions, construction, and closeout documents. Any demolition and/or cutting and patching, necessary/required for the completion of the building and systems, shall be part of the work. Such work may be necessary to restore surfaces to their original condition, to accommodate the installation or performance of the work; as well as restore surfaces disturbed by demolition efforts. Provide specific work as described in the paragraphs below. Cost of work described in this section shall be listed in CLIN 0001AA, as shown on the Price Schedule.

4.2.1. Demolition: The existing exterior wall where the kitchenette is to be added is a precast reinforced concrete panel, with a furred 6-inch stud wall. This furred wall has a gypsum wallboard finish and is filled with batt insulation. The walls behind the sink area are metal studs with two layers of 5/8-inch type “x” gypsum wallboard. Remove the gypsum wallboard and insulation as required to receive new conduit, plumbing and cabinet blocking. Following the installation of the work items, restore or replace the batt insulation, and cover up the open portion with new gypsum wallboard to match existing. Remove the existing wood trim along the sill of the window, to allow countertop to fit tightly against the wall.

Work in this Paragraph shall be included in CLIN 0001AA. Other items are as described below:

4.2.1.1. Remove existing carpet in the area near the new kitchenette, as shown on Attachment G – Government Provided Work Plan. Remove existing wall base in the area where the new cabinets and new vinyl flooring are to be installed. If there are any areas where existing gypsum wallboard remains and is damaged by the removal of the existing base, repair these areas as

required to receive new wall base. Refer to Paragraph 4.2.4 for additional requirements.

4.2.2. Add Cabinetry: At an area along the exterior wall, and near the elevator, add cabinets and countertops. The cabinets shall be constructed of a suitable material board (ie: Industrial Particle Board, Furniture Board, etc.), and shall have a plastic laminate finish. Provide metal wire-type pulls on doors and drawers. Provide wood blocking in walls as required to mount cabinets. Refer to Attachment G – Government Provided Work Plan for locations and configurations. Specific items are as described below:

4.2.2.1. New Base Cabinets: The plastic laminate color shall be selected by the Government from the manufacturer’s standard. Refer to Attachment H – Product Data (Cabinets) for product data guidelines for the cabinet. Provide all shims as required. Provide closure pieces between cabinets, as well as sidewalls, as required. Provide the following cabinet types and quantities:

4.2.2.1.1. Standard Base Cabinet, 36-inches wide by 34 ½-inches high by 24-inches deep, with one adjustable shelf. Provide two drawers (side by side) at top.

Total of two units.

4.2.2.1.2. Sink Base Cabinet, 36-inches wide by 34 ½-inches high by 24-inches deep, with one adjustable shelf at stovetop cabinet only. Provide false drawer front at top to match cabinets with drawers. Total of two units. Provide support as required to mount recessed two-burner stovetop unit.

4.2.2.2. New Wall Cabinets: The plastic laminate color shall be selected by the Government from the manufacturer’s standard. Refer to Attachment H – Product Data (Cabinets) for product data guidelines for the cabinet. Provide closure pieces between cabinets and sidewalls, as required. Provide the following cabinet types and quantities:

4.2.2.2.1. Overhead Wall Cabinet, 36-inches wide by 24-inches high by 12-inches deep, with one adjustable shelf. Total of two units.

4.2.2.2.2. Overhead Wall Cabinet, 18-inches wide by 18-inches high by 12-inches deep. Total of one unit. Cut holes in cabinet as required to accept range hood duct.,

4.2.2.2.3. Overhead Wall Cabinet, 36-inches wide by 12-inches high by 12-inches deep. Total of one unit.

4.2.2.2.4. Overhead Wall Cabinet, 18-inches wide by 24-inches high by 12-inches deep, with one adjustable shelf. Total of one unit.

4.2.2.3. Countertop: Provide a 1 1/2"-inch thick by 25 ½-inch deep countertop with 4-inch high back and side splashes. Provide plastic laminate finish.

The plastic laminate color shall be selected by the Government from the

manufacturer’s standard. Refer to Attachment H – Product Data (Cabinets) for product data guidelines for the countertop. Additional information is as follows:

4.2.2.3.1. Cut out countertops to receive new two-compartment sink, and new two-burner stovetop.

4.2.2.3.2. Cut backsplash at window. Finish off edges with plastic laminate. Caulk joint between new countertop and the existing window sill, after the existing wood trim along the sill is removed.

4.2.3. Two-Compartment Sink: Provide a two-compartment sink and faucet. The sink shall be a residential style “drop-in” type, stainless steel. The faucet shall be stainless steel with a gooseneck style. There are existing hot-water and cold-water supply lines, sewer drain line, and plumbing vent line in the adjacent bathroom.

Tie into and extend those lines to the new sink base cabinet. Provide P-trap as required. Provide stop isolation valves for each of the two water supply lines.

Provide steel braided flex-type piping hot and cold supply lines up to the faucet.

Insulate hot water supply line.

4.2.4. Replace Carpet with New Non-Skid Sheet Vinyl Flooring: At the area around the new cabinets, following the removal of the existing carpet and mastic, clean existing substrate of all dust and debris. It is anticipated that the removal of the existing carpet will cause damage to the existing substrate. Patch floor with a floor leveler as required to receive new resilient sheet vinyl flooring (Ardex Feather Finish, Self-Drying, Cement-based Finish Underlayment – or Equal). Provide new non-skid resilient sheet vinyl flooring (Armstrong Connect CORLON – or Equal).

Refer to Attachment I – Product Data (Resilient Sheet Flooring) for product data guidelines for the flooring products and leveler. Provide a flooring transition strip from the new sheet flooring to the existing carpet. Other specific items are as described below:

4.2.4.1. New Wall Base: Following the removal of existing wall base, and subsequent patching of gypsum wallboard, provide a new 4-inch high rubber wall base (Tarkett / Johnsonite Rubber Base, with Taylor 9640 Cove Base Adhesive – or Equal), where the new resilient flooring meets the wall.

The base shall extend from the limits of the new sheet vinyl flooring, as well as along the sides of the new cabinets, and the toe kick space of the new cabinets. Tie into existing wall base outside of the extents of the new sheet vinyl flooring. Refer to Attachment I – Product Data (Resilient Sheet Flooring) for product data guidelines for the base.

4.2.5. Gypsum Wallboard Work and Painting: Following the completion of the cabinet blocking, plumbing work, exhaust duct work, and electrical power work, patch furred wall and walls near elevator and bathroom, with new gypsum wallboard. Tape, bed, texture and paint to match finish and color of adjacent walls.

Provide one primer coat and two finish coats of paint. Refer to Attachment G – Government Provided Work Plan for extents of new work that might affect existing gypsum board.

4.2.6. New Stove Cooktop and Range Hood: At the new cabinets near the window, provide a new two-burner stove cooktop unit, with a range hood above. Refer to Attachment J – Product Data (Two-Burner Stovetop) for product data guidelines.

The stovetop unit shall be powered by a dedicated 120V, single phase, 20A power circuit, run back to Panel “D” on the Third Floor. Drop stovetop unit into base cabinet and secure into place. Provide a 24-inch wide ducted range hood above the stovetop and below the upper cabinet. The range hood unit shall be powered by tying into an existing 120V, 20A duplex power receptacle, located on the adjacent wall. Extend the power from the range hood up to the ceiling space and over to above the existing receptacle. Provide a j-box in the ceiling space. From the j-box, provide a drop down to the existing duplex receptacle, and connect to the receptacle. Refer to Attachment K – Product Data (Range Hood) for product data guidelines. Refer to Paragraph 4.2.7 for specific information regarding power requirements for this project.

4.2.6.1. Mount the range hood to the bottom of the upper cabinet. Provide an exhaust duct from the range hood fan to the exterior of the building. Do not core drill through the exterior concrete wall panel. Cut holes in the upper cabinet as required to route the duct to the existing exhaust louver above the window. Provide a duct transition from the rectangular hood outlet to a round exhaust duct within the overhead cabinet. Continue the round duct in the cabinet and penetrate through the top of the cabinet. Turn the duct and run (exposed) horizontal along the header above the window.

Turn the duct once again and penetrate the wall into the existing exhaust grille. Make all transitions required; and secure the new exhaust duct to the existing exhaust grille / louver. All ducting shall be “hard duct” only. Flex duct will not be permitted. Paint exposed ductwork to match wall color.

Patch any studs and gypsum board damaged by the installation. Repair any ceiling grid and panels, if damaged by this activity.

4.2.6.2. The routing of the new duct may require cutting into the furred-out wall above the ceiling. Upon temporary removal of ceiling grid and tiles, as well as removal of gypsum wallboard, trim the existing furring studs down as required, and provide a new top track. This modified furred wall should occur above the ceiling. Repair any grid and lay-in panels, if damaged.

4.2.7. Electrical Power Work: Provide electrical power to support the new kitchenette.

Provide electrical power duplex receptacles for the two-burner stovetop and the two countertop receptacles. Run MC cable in the furred wall, and across the 4th Floor ceiling space back to near the wall containing the utility chase. Provide a j-box in the ceiling space. Connectors shall be one of the following: MC-38 AST, FA462023R0002

3838 AST, 40 AST, 38A. Cast fittings are not permitted. Run EMT (MC cabling is not permitted to penetrate floors) from the j-box to the utility chase, down the chase, and penetrate the floor of the chase to the 3rd Floor ceiling space;

and continue onto the wall above Panel “D”. Drop down to Panel “D” and terminate to three new breakers in existing spaces 19, 21 and 23. All aspects of the electrical installation must meet NEC 2020 code requirements. All junction boxes shall be labeled legibly with the panel name, circuit number(s), voltage, and devices served. All circuits shall have independent neutrals. Refer to Attachment G – Government Provided Work Plan for additional information regarding electrical work. Provide new circuit breakers as described in the paragraphs below.

There is also an existing duplex outlet on the wall where the stovetop base cabinet is to be located. Relocate the outlet to the left of its current location, so that it will not be covered by the cabinet.

4.2.7.1. Two-Burner Stovetop: Provide dedicated GFCI duplex outlet (NEMA 5-

20R, white), with 120V, single-phase, 20A circuit breaker. The receptacle shall be 20-amp grade, with No. 10 wires landing to it and the breaker.

Pigtails are not permitted. Outlet shall be inside the base cabinet, under the countertop.

4.2.7.2. Microwave No. 1: Provide dedicated GFCI duplex outlet, Leviton Type 5- 20R (NEMA 5-20R, white), with 120V, single-phase, 20A circuit breaker.

Outlet shall be above the countertop backsplash, and below the upper cabinet.

4.2.7.3. Microwave No. 2: Provide dedicated GFCI duplex outlet, Leviton Type 5- 20R (NEMA 5-20R, white), with 120V, single-phase, 20A circuit breaker.

Outlet shall be above the countertop backsplash, and below the upper cabinet.

4.2.8. Testing and Inspection: All new systems shall be tested and inspected upon completion of the work, in the presence of Government personnel.

4.2.9. Limited O&M Manual: Upon completion of construction, provide a Limited Operations and Maintenance Manual (electronic PDF version only). The electronic file shall include:

4.2.9.1. Cover Page (Title, Contractor’s Name / Info., Date).

4.2.9.2. Warranty Letters (Contractor’s Standard, Appliances, Fixtures).

4.2.9.3. Product Data for Cabinets / Counters, Flooring, Painting, Stovetop, Range

Hood, Sink).

4.2.9.4. Product Data shall also include operation booklets, maintenance data / instructions.

5. MATERIALS

All materials, products and systems used on this project shall be non-toxic, certified to be asbestos free, containing lead only under the provisions of the Code of Federal Regulations (CFR) Part 1303. The materials called out in this section are for a Basis-of-Performance.

The term “or equal” means that all products proposed must meet the Fairchild BDG and the salient characteristics of the product in the Statement of Work.

6. SUBMITTALS

6.1.1. Various administrative, environmental and product data submittals shall be provided for this project. The product data submittals shall include SDS Data Sheets, as well as basic maintenance and operation data. Upon award of the Task Order and the Notice to Proceed, a Submittal Register, for tracking purposes, will be issued by the Government to the Contractor. Refer to Attachment L – Submittal register for Content.
