SECTION 01000
GENERAL CONTRACT REQUIREMENTS
1. Contract Description: The Expedited Award Task Order Contract (ETOC) is an Indefinite-
Delivery, Indefinite-Quantity (IDIQ) contracting program that supplements the Air Force
Civil Engineer’s (CE) in-house capability to perform minor construction, facility repair, and real property maintenance projects on an as needed basis. This requirement is geared towards repair/maintenance projects that are primarily construct only and task orders will typically range from $500 to $100,000. Projects will be simple and non-complex in nature to the most extent possible and typically cover general maintenance and repair type projects in an expeditious manner. Some design aspects may be required and will be addressed based on the specific requirements of the task order. All work should comply with the current Base
Design Guide (BDG) as applicable to the specific requirements described in the Fair
Opportunity Request for Proposal (FORFP).
2. Contract Requirements: The contractor shall furnish all personnel, labor, equipment, tools, materials, supervision, and other items and services necessary to manage and accomplish a broad range of repair, alteration, and/or maintenance work on various real property facilities.
The projects will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including
HVAC), painting, carpentry, roofing, millwork, road repair, and other specialty and general contracting work.
3. Contractor Organization: The contractor shall have available a construction staff to respond to the requirements of this multi-discipline ETOC type contract. The contractor’s organizational approach shall integrate project management as detailed per task order.
4. Ordering Procedures: As the need arises for performance under the terms of this contract, the Contracting Officer (CO) or authorized representative will issue a ‘Fair Opportunity
Request for Proposal’ (FORFP) providing a synopsis of the proposed project requirements, define the government evaluation method(s) to be used for subsequent award of Task Order, and establish the date, time and location of the pre-proposal site visit.
4.1. Normal Response Requirements: If the requirement is determined to be a normal response requirement by the CO, the contractor shall submit a Task Order Proposal to fulfill the requirement within three (3) to fourteen (14) calendar days from written notification. Additional time may be allowed at the discretion of the Contracting
Officer.
4.1.1. During this period, a site visit with the contractor, CES technical representative, and the contracting representative shall take place to clarify the scope of the requirement and verify the existing conditions. The contractors shall submit questions in writing no later than three (3) days after the site visit. If necessary, the CO will provide revised documents by amendment to the FORFP.

4.2. Urgent Response Requirements: If the requirement is determined to be an urgent response requirement by the CO, contractors shall be present at the proposed work site for a site visit within three (3) hours of notification.
5. Project Locations: The contractor shall accomplish all work under this contract at Fairchild
AFB, Washington and at the following remote locations in accordance with each Task Order.
5.1. Survival School Command Past areas (Tacoma and Ruby Creek) near Cusick, WA
5.2. Joint Personnel Recovery Agency (JPRA)
5.3. Fairchild Recreational Area at Clear Lake
5.4. Fort Wright Wells and Geiger Reservoir
6. Project Coordination: The contractor shall coordinate all work schedules with the contracting officer (CO) or designated representative and CES PM or representative prior to the start of work. Standard working hours are Monday thru Friday, 7:00-4:00.
7. Material Submittals: Limited material submittals may be required and will be based on the requirements established by the FORFP.
8. Project Status Updates: The expectation is that projects will be completed within the established period of performance in the FORFP. Periods of performance can range from one
(1) week to three (3) months.
9. Project Schedule: An official project schedule will typically not be required. If project duration is in excess of one (1) month a project schedule and progress report will be required.

GENERAL SITE REQUIREMENTS
1. Coordination and Access to Site: Coordination with affected facility occupants (Using
Agency) shall be made through the Contracting Officer (CO) to assist the Contractor in completing the work with a minimum of interference and inconvenience. Upon award of basic contract, passes shall be issued which will allow all contractor-controlled vehicles to access the Base in accordance with local procedures. Note, base access is subject to periodic changes based upon current ATFP conditions and updates to local policies & procedures.

2. Base Access: Access to Base may be restricted dependent upon the established ‘FPCON’ level at any time during the execution of the Task Order. Contractor shall be issued badge and vehicle pass allowing unrestricted access to the Base throughout FPCON levels ‘A’ and
‘B’. Increased FPCON levels approaching ‘C’ and/or ‘D’ shall be more restrictive, requiring further confirmation of current security requirements as provided by Contracting Officer.
3. Work Layout and Site Management: A majority of the task orders should not require a site laydown area. If needed, the Task Order will include a specified work layout area. Site management is described in the BDG, Division 01, Section 011100.
4. Safety: All work shall be accomplished in accordance with OSHA 29 CFR 1910, OSHA 29
1926 and applicable AFOSH Standards.
5. Waste Disposal: Generated solid waste needs to be removed daily, with few exceptions. If a dumpster is deemed necessary, that requirement will be identified in the Task Order. All solid waste shall be disposed of off-base in areas authorized by the applicable county and/or state agencies and in accordance with current rules and regulations governing the disposal of solid waste. Disposal of hazardous waste shall be in compliance with local, state and federal standards are described in the BDG, Division A, Section A.3.
6. Coordination, Safety and Regulatory Requirements: Unique requirements will be identified in each task order. In general, safety and airfield requirements are described in the
BDG, Division 1, Section 011100.
7. Special Events: Special events impacting contracted work will be identified up front in the task order and included in the period of performance as deemed necessary. Unforeseen events, i.e. extreme weather, will be handled on a case-by-case situation.

ENVIRONMENTAL CONTROLS
1. The contractor shall follow all federal, state, and local environmental requirements, including the guidance detailed in the Fairchild AFB Base Design Guide (BDG).
2. Presence of Hazardous Materials (HAZMAT): The contractor is advised that hazardous materials (HAZMAT) may be encountered during the execution of Task Orders. When a
Task Order identifies a Government-provided design, a HAZMAT Survey will be typically included as part of the design submittal. When a HAZMAT Survey cannot be provided, or when the Task Order specifically requires the ETOC Contractor to include the development of the HAZMAT Survey, the contractor will be responsible to perform a HAZMAT Survey of all anticipated surfaces/areas involved with the project that can be suspected of containing hazardous materials which will impact the construction/renovation process. This tasking will be required to establish the extent of hazardous materials which will require abatement or special handling procedures during the execution of the following-on construction/ renovation project. The potential hazardous materials may include asbestos, lead-based paint, polychlorinated biphenyl (PCB), radon, radioactive materials, and other materials identified by the Environmental Protection Agency, which typically affect construction.
3. Radioactive Materials (RAM): In most cases RAMs are part of testing equipment (i.e., civil) and if required, the task work will call out the specifics. In general, the approval and handling of RAM is covered in the BDG, Division 01, Section 011100.

TASK ORDER CLOSE OUT
1. Inspection
1.1. Notification
1.1.1. When the contractor is ready for final inspection, notify the contracting officer
(CO) in writing, unless prior verbal arrangements are made. The scheduled final inspection shall be prior to the completion date of the applicable task order. This provision in no way restricts the right of the government to inspect work at any time.
1.2. Final Inspection.
1.2.1. The contractor shall ensure the job site is thoroughly cleaned after construction.
Remove any leftover gypsum board, dust, smudges, spackle/glue splatter, or paint spatter from the site after construction. Ensure entire job site is clean, free of dirt and debris. The government will NOT accept the work until the site satisfies the final inspection.
1.2.2. The Contractor, CES PM, and Contracting Officer shall all participate in the final inspection. The contractor shall correct any discrepancies noted within five (5) working days following inspection. The CO reserves the right to decline the contractor’s request for a final inspection or suspend a final inspection, when it is evident that the contractor is not ready for the inspection.
2. Project Close-Out Documents
2.1. The contractor shall provide any applicable Close Out Documents per the requirements established in the FORFP and referenced in the BDG Section 017700, Closeout Procedures. Final payment will not be made until completion of all close out requirements.
3. Excess and Salvaged Materials: All materials shall be removed from the job site unless specifically identified in the Task Order.

SECTION 01600
MATERIAL AND EQUIPMENT
1. Equipment: The government expects the contractor to provide all necessary equipment and/or hire subcontractors who have their own equipment common to the trade in which they are employed.
1.1. Equipment Condition: Equipment and vehicles used on base shall be safe and in good operating condition and is subject to inspection by OSHA/Government. Every effort should be made to move broken down equipment to the nearest parking lot before leaving it.
2. Material:
2.1. Government Furnished Equipment/Materials
2.1.1. As a general rule, the government will NOT furnish equipment/materials
(GFE/GFM) except for equipment specified in the solicitation or elsewhere in these specifications. However, the government reserves the right to provide
GFE/GFM for use on any task order. In such cases, the task order shall contain, Schedule D, Schedule of Government Furnished Property listing GFE/GFM that pertain to the project. Once GFE/GFM are released to the contractor, the contractor shall assume the risk and responsibility for the loss or damage to
GFE/GFM. The contractor shall follow the instructions of the CO regarding the disposition of GFE/GFM not consumed in performance of a task order.
3. Material and Equipment Submittals:
3.1. Equipment In Place
3.1.1. The contractor shall follow BDG Section 017720, Equipment In Place, for all equipment in place, unless otherwise specified. The government requires a final equipment in place list for all equipment that falls into one of the categories outlined in paragraph 3.02B of BDG Section 017720.
3.2. Operations and Maintenance Data
3.2.1. The contractor shall follow BDG Section 017823, Operations and Maintenance
Data, for all O&M manuals for each set of O&M data, unless otherwise specified. The government requires all O&M manuals formatted as described in
Part 3 of BDG Section 017823.
