MEMORANDUM FOR ETOC CONTRACTORS
FROM: 92 CONS/PKB
SUBJECT: Fair Opportunity Proposal Request (FOPR) under the Expedited Task Order (ETOC): Project
GJKZ1134574, ATC Tower Kitchen Renovation; B1204, Fairchild AFB, WA
1. This is a FOPR for subject project to be awarded on a fair opportunity basis pursuant to Federal
Acquisition Regulation (FAR) 16.505 ordering procedures, the terms and conditions of the basic ETOC
Contract, and the specific requirements outlined in this request with attachments.
TASK ORDER DESCRIPTION: Fairchild AFB invites you to submit a proposal for Project
GJKZ1134574, ATC Tower Kitchen Renovation; B1204. This is a Construct-Only, defined as specified in the basic ETOC contract requirements.
a. Work includes, but is not limited to: Selective demolition; concrete floor surface patching; new carpet tile flooring; new resilient wall base; gypsum wallboard; painting; new cabinetry (both base and wall); new counter tops; new two-burner cooktop and range hood; new sink and plumbing; new electrical; and all testing and inspection for the addition of a kitchenette at B1204
(Air Traffic Control Tower), to meet the requirements of the attached Statement of Work.
2. PROJECT MAGNITUDE: The project magnitude is between $25,000 and $100,000.
3. PERFORMANCE PERIOD: Total Performance Period for this project is 75 calendar days and will be performed in three distinct phases:
• Phase I - Phase I is identified as the Material Submittals and Gathering Phase and has a duration of 30 calendar days to submit and receive approval on all submittals and procure materials for the physical work to be performed per the basic ETOC specification. This will include the names of personnel for the Entry Authorization List (EAL).
• Phase II - Phase II is identified as the Physical Work and Closeout Phase and has a duration of 45 calendar days to occupy the work site, physically accomplish the work, and complete all closeout requirements per the basic ETOC specification. The site will be occupied during all phases.
4. NOTICE TO PROCEED: A Notice to Proceed (NTP) shall be issued for each phase of work. NTP for Phase I will be issued within 3 calendar days after award of the task order.
5. LIQUIDATED DAMAGES: Liquidated damages (LDs) shall apply for Phases I/II: Material
Gathering/Submittal and Physical Work. Breakdowns for each phase are:
• LDs for Phase I will be assessed in the amount of $186 per day.
• LDs for Phase II will be assessed in the amount of $226 per day.
6. WORKING HOURS: Work hours will be restricted to 7:00 AM to 4:30 PM, Monday through Friday, excluding Federal holidays.
7. CONTROLLED/RESTRICTED AREA: The work at the ATC Tower IS considered to be a controlled area. Escorts WILL NOT be required. An Entry Authorization List (EAL) WILL be required.
Government personnel MUST be present in the facility during work.
8. SITE MANAGER: The Contractor shall provide a Site Manager. This Site Manager shall oversee and coordinate the work being performed throughout construction. Work shall conform to the Fairchild
Air Force Base Guide Standards.
9. SUBMITTAL REGISTER: A Submittal Register will be required for this project. The specific submittals required are described in Attachment L – Submittal Register; and is part of the Statement of
Work. Upon award of the Task Order and the Notice to Proceed, a working file of the Submittal Register, for tracking purposes, will be issued by the Government to the Contractor.
10. WAGE DETERMINATION: The most current “Building” wage determination for Spokane County referenced in the basic Choose an item. contract is applicable to this project.
11. BONDS: The successful offeror will be required to submit a performance and payment bond in the amount of 100% of the task order price within ten (10) calendar days after task order award.
12. RECOVERED MATERIALS: Recovered Materials Determination and Green Procurement ARE applicable for the project. Forms are included in the Fairchild Air Force Base Guide Standards. It is the responsibility of the Site Manager to complete the forms for Government review, for all products, which are Recovered Materials. Recovered materials are listed in Attachment M – Sustainable Procurement
Statement. It is also the responsibility of the Site Manager to complete Attachment N – Contractor’s
Recovered Materials Certification.
13. CONFLICT OF INTEREST: Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any basic contract clause(s) that govern the Indefinite Delivery/Indefinite Quantity (ID/IQ). Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.
14. PRE-PROPOSAL SITE VISIT: A pre-proposal site visit will be held on 16 March 2023 09:00 AM.
(Pacific Time). Parties will meet at the Contracting Office, Bldg. 2451A Fairchild AFB, WA. Attendees must be pre-cleared to access the base. All interested contractors should contact the ETOC Team at tuyen.nguyen.2@us.af.mil / nicholas.kortis.1@us.af.mil / heather.rogers.9@us.af.mil at least five (5) days prior to the site visit to request clearance for access to the base.
The pre-proposal site visit meeting is open to all attendees. However, due to the confined area of the project site, the walk through will be limited to two (2) representatives from each firm.
15. OFFERS DUE: Proposals shall be submitted to this office no later than 5 April 2023 at 10:00 A.M.
(local), unless changed by Amendment. Proposals submitted after the established submission time will be

16. PRICE SCHEDULE: Price proposal shall consist of completing the Government provided price schedule in Attachment 23R0002_OPP1134574-Atch10A-PriceSchedule. Proposals shall indicate that offers are valid until 30 September 2023 for Government acceptance, as well as acknowledgements of all amendments issued to the FOPR. In addition, the contractors shall provide a Schedule of Values (SoV) along with their price proposal. Division, and subsequently, by Section. Each Section Item shall include the Section Number, Section Title, and Scheduled Value. (The Schedule of Values is for informational use.)
17. QUESTIONS AND ANSWERS: Any questions, whether technical or contractual in nature, shall be submitted in writing to the ETOC Team at tuyen.nguyen.2@us.af.mil / nicholas.kortis.1@us.af.mil / heather.rogers.9@us.af.mil, seven (7) days prior to proposal due date. Questions will be consolidated, and responses will be forwarded to all Contractors.
18. AWARD SELECTION: The selection methodology for award of this task order will be made in accordance with Section M of the ETOC Solicitation FA462023R0002, award shall be made to the lowest priced offeror determined to be responsive to the requirements and whose price can be determined fair and reasonable. The Government intends to evaluate proposals and award a contract without interactions between the Government and offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price standpoint. The Government may however conduct interchanges with some, none or all offerors at its discretion, if the Contracting Officer later determines them to be necessary to address any remaining issues and settle the final terms of the order.
