About this file

This document is Amendment #1 to the Oregon SeaSketch Tool Maintenance and Technical Development solicitation (Bid Number S-66000-00013715) issued by the Oregon Department of Land Conservation and Development (DLCD). The amendment addresses clarification questions from potential bidders, modifies the technical response evaluation criteria, and provides additional details about the project requirements. Key modifications include removing references to a "report enhancement plan" and clarifying that the Technical Response should focus on the Initial Work Order Contract Scope from Section 2.4.2, which involves integrating nature observations into the SeaSketch mapping platform.

The amendment also provides technical details about the current SeaSketch deployment, including that it is currently hosted by UCSB's SeaSketch Team via AWS and has only Oregon-specific customizations such as local layers and Area of Interest reports. The solicitation seeks a contractor with expertise in open-source geospatial mapping tools, requiring key personnel to have intermediate programming skills in languages like Python, JavaScript, R, Shell, and TypeScript, along with at least 3 years of experience with GitHub and open-source geospatial data tool development. The pre-bid conference recording is available in the Bid Solicitation Attachments Tab, and potential bidders are advised that no specific project-based SeaSketch experience is required for key personnel.

S-66000-00013715 - Oregon SeaSketch Tool Maintenance and Technical Development – Amendment 1

SoS Version Dated 01/25/2019

OREGONBUYS BID NUMBER S-66000-00013715

Oregon SeaSketch Tool Maintenance and Technical Development

Amendment #1

SECTION 1: PURPOSE

The purpose of this amendment is to post answers to questions for clarification received and make appropriate modifications to the solicitation as a result.

SECTION 2: MODIFICATIONS

Section 4.8.2.3 Technical Response is modified as follows. New language is indicated by bold underlined font, deleted language is indicated by strikethrough font.

4.8.2.3 Technical Response (40 Points Possible)

• Does the plan to integrate demonstrate the Offeror’s ability to anticipate through assumptions and regular check-ins with the project team to ensure project success?

• How well does the plan demonstrate Offeror’s understanding of SeaSketch and the way the integration will effect and improve SeaSketch for data collection efforts?

• How well does the report enhancement plan demonstrate the Offeror’s skill and knowledge of the SeaSketch platform?

• Does the technical response demonstrate the Offeror's extensive knowledge of SeaSketch and how DLCD uses it?

SECTION 3: QUESTIONS AND ANSWERS

The following questions were received prior to the Questions/Requests for Clarification Due date and time:

1. Regarding the requirement for Key Personnel to have experience with SeaSketch, would familiarity gained through self-directed learning and evaluation of the open-source SeaSketch repository be considered sufficient, or is actual project-based experience with SeaSketch a firm requirement for responsiveness?

a. No project-based experience with SeaSketch is required of Key Personnel per the solicitation document detailed below in sections 2.4.1 and 3.1.2.

i. Section 2.4.1 Expertise of Key Personnel Offerors shall submit Key Personnel Resume(s) who would be

SoS Version Dated 01/25/2019 performing the Services under Sample Price Agreement for Services (Attachment A). Key Personnel Resumes shall possess the following knowledge, skills, characteristics, and abilities:

• Ability to work independently to solve technical problems;

• Knowledge of GIS concepts and spatial data formats;

• Minimum 3 years of experience with open-source geospatial data and mapping tool development;

• Minimum 3 years of experience using GitHub;

• Intermediate skills in programming languages Python, JavaScript, R, Shell, and TypeScript; and

• Excellent communication and collaboration skills.

b. Section 3.1.2 Key Personnel Resume(s)

Offerors shall submit Key Personnel Resume(s) who would be performing the Services under Sample Price Agreement for Services (Attachment A). Each Key Personnel Resume should include the knowledge, skills, characteristics, and abilities included in Section 2.4.1.

2. According to the Technical Response is evaluated in Section 4.8.2.3: “How well does the report enhancement plan demonstrate the Offeror’s skill and knowledge of the SeaSketch platform?” That makes it seem like it will be evaluated based on plans for work beyond the limited scope of integrating nature observations into SeaSketch. So now it's not so clear to me what the Technical Response and Price Proposal should address. Should it include the full Scope of Work listed in 2.4, or the Initial Work Order Contract Scope from 2.4.2?

a. Section 4.8.2.3 has been updated above to remove reference to the report enhancement plan.

The Executive Summary is a response to Section 2.4, Scope of Work and the Technical Response is a response to Section 2.4.2, Initial Work Order Contract Scope.

3. Can you describe the hosting environment for your SeaSketch instance?

a. We do not currently self-host our SeaSketch Instance, and instead rely on hosting provided by UCSB's SeaSketch Team via AWS.

4. What database system is SeaSketch using (e.g., PostgreSQL with PostGIS), and how is it hosted and managed?

a. The SeaSketch stack is described in the GitHub repository here:

https://github.com/seasketch/next

5. Are there any custom modifications or plugins in your SeaSketch deployment?
