About this file

This is Addendum One to RFP #2313 issued by Kenosha County for a comprehensive Human Resources, Payroll, and Time & Attendance Software Solution. The County seeks a consolidated, full Human Capital Management (HCM) suite to replace or augment existing systems, including Ceridian Dayforce and UKG-Kronos. The County will not accept vendor responses that do not include the full HCM suite. The solution must support approximately 1,300 to 1,600 employees, consisting of 961 full-time bi-weekly employees, 245 part-time/seasonal employees, 120 part-time monthly employees paid per diem, and 166 retirees requiring access for benefit management. The original response deadline was extended to 3:00 PM on June 30, 2023, to allow prospective vendors additional time to prepare responses. The target go-live date is Q2 2025. The County requires on-site training and implementation, though off-site implementation may be acceptable for specific tasks. The County is willing to sign two separate contracts for SaaS solutions and implementation services. Vendors from outside the United States are eligible to apply, though certain tasks such as training must be performed on-site.

Key requirements include integration with existing third-party scheduling vendors (Telestaff, OnShift, and RT Vision), with no current intention to eliminate these separate platforms. The solution must support multiple payroll frequencies including bi-weekly, monthly, and ad hoc off-cycle payments, with 1,640 W2s produced last year. Integration methods should include API, export/import, and SFTP capabilities. Optional requirements include COVID-19 workforce management functions and recruitment operations with external recruiting agency access. For mandatory IT infrastructure requirements (IT-R18-20), SaaS solutions are exempt from these specifications. The County has not established a defined budget for the project and has not received vendor estimates prior to the RFP. Kenosha County currently utilizes 10 UKG-Kronos 4500 time clocks, 2 model 9000 clocks, and 4 model 9100 clocks. Gartner provided consulting assistance during RFP development. Proposals must be submitted according to Section 10 RFP Submission instructions and cannot be submitted via email.

Questions & Answers:

Q1. TA-R17. Forecasts the required number of staffing hours for scheduling.

What metrics determine the forecasted number of staffing hours? How is this process managed today?

A. Answer

a. This is an optional requirement because we do not currently do this through systems. We use 3rd party vendors to assist us with scheduling (Telestaff and Onshift). We do use current time keeping application to document schedule for other departments that do not require forecasting.

Q2. TA-R31. Office and/or facility booking. Can you please provide an example of this. Is this for employees to book an office for a meeting for example?

a. This is an optional requirement. Employee is able to reserve onsite resources such as a cubicle or office for the day.

Q3. HRSM-R1. Please provide an example or use case for aiding in the management of human resource service management.

There are variations of the criteria and distribution rules typically configured in the system.
