This is a Scope of Services document for Group Long Term Disability (LTD) Insurance issued by Broward County, Florida. The document seeks a comprehensive fully insured, employee-paid, after-tax voluntary LTD insurance plan for approximately 6,115 benefit-eligible employees across 50 different county agencies. The county currently has 3,025 members enrolled in an existing LTD insurance plan, and is soliciting proposals from vendors to provide a comparable or improved insurance plan effective December 31, 2025. The vendor will be responsible for providing enrollment support, administration services, customer service, communications, and implementation support, including a detailed transition schedule and various administrative requirements.
The insurance plan will be 100% employee-funded through biweekly payroll deductions, with premiums collected on an after-tax basis. The plan will have two employee classification levels: Class 1 (Elected Officials, administrators, executive managers, or exempt professional employees) and Class 2 (all other members). Notably, LTD coverage will not be available to dependents, retirees, or COBRA participants. The vendor must provide a guaranteed issue open enrollment period, accept evidence of insurability through multiple submission methods, offer comprehensive online portals for both employers and employees, and attend various county vendor fairs and meetings. The solicitation also includes a provision allowing other public entities within Broward County to potentially utilize the same contract terms.
