About this file
This addendum to Invitation to Bid 23-122 is issued by the City of Johns Creek, Georgia, for the Taylor Road Left Turn Lane Project, a roadway improvement initiative involving the installation of a left turn lane into a school driveway with associated sidewalk replacement. The project overview indicates the work includes tree preservation measures at station 106+50, installation of a retaining wall with handrail design, utility coordination with existing water and power infrastructure, and site grading modifications. A pre-bid meeting was held on April 13, 2023, with contract approval anticipated in May 2023 and Notice to Proceed expected at the end of May to commence work in June. All bid submissions were due electronically through BidNet no later than 2:00 PM ET on Tuesday, May 2, 2023, with the question deadline having closed on April 25, 2023 at 5:00 PM. Addendum #1 includes revised construction plans, updated cost line items with the addition of pavement fabric strips and concrete pad quantities, arborist recommendations for tree preservation, and special handrail design specifications.
Key project clarifications provided through the questions and answers process address contractor responsibilities and city coordination efforts, including confirmation that tree removal permits are not required for three pines at station 105+70 and two small trees at station 140+25, while the City will provide skilled arborist services to assist with preservation measures for the designated tree. The City coordinates with Fulton County regarding water line conflicts, with the contractor responsible for installing a six-inch concrete pad over the existing water line and coordinating pole relocation grading with Sawnee EMC and attached utilities, who have received Notice to Proceed from the City. The arborist recommendations outline detailed requirements for tree root zone protection using silt fencing, mulching, root treatment with fungicide, and post-construction care including soil injection fertilization, insect treatment, and annual arborist inspections for a minimum three-year period following project completion.

Re: Tree at ~106+50 LT, Recommendations From the City Arborist
At construction:
Tree root zone should be partitioned with silt fencing from the limit of disturbance and following, at minimum, along the drip line of the canopy. Alternatively, silt fencing should be placed 25 feet (based on tree diameter) from the base of the tree all the way around the tree. The area inside the silt fence should be kept clean of any and all construction debris. This area should also be mulched with approximately 2-4 inches of biodegradable mulch (wood chips, pinestraw, etc) The builder should be capable of most of this but may need a landscape service to mulch.
Severed roots from any earth moving should be clean cut. The jagged ripped edges caused by construction and digging are bad for tree health. At time of root exposure, roots 2" in diameter and larger should be clean cut with a chainsaw, loppers, hand saw or other such tool.
Additionally, ends of these roots should be treated with a fungicide to limit infection during construction. This will need to be provided by someone with a license to treat trees and shrubs and the root pruning should ideally be overseen by a certified arborist.
Following construction:
There is a lingering construction impact time for such operations of 3-5 years. The tree should be fertilized through soil injection for minimally 3 years (once in spring with a slow release product) to help recover lost root systems and keep nutrients available to the persisting root system. The tree should also be treated for boring insects like ambrosia beetle, which often kill stressed trees like this one will be during construction. That program should also continue for 3 years so as to protect the tree from this sort of invasion during recovery.
The tree should also be inspected at LEAST annually by a certified arborist to monitor recovery and potential risks. You will receive some pricing info on this portion of services later but this should be completed by a licensed applicator and the program should be overseen by a certified arborist.
