About this file

This document is a Questions and Clarifications Response for RFP #22025 issued by the Oregon State Lottery for Media Services. The response addresses four key inquiries from prospective proposers regarding eligibility requirements, meeting attendance, work location, and proposal submission procedures. Proposers must be headquartered and staffed within Oregon or southwestern Washington with a minimum of five full-time, non-contract, non-freelance employees performing Oregon-focused services within those geographic areas. The Lottery anticipates approximately one to two in-person meetings per year at its Main Office in Salem, Oregon, conducted with advance notice and mutually agreed-upon scheduling; however, contractors may also attend meetings remotely or virtually as required under individual work orders. Proposals must be submitted through OregonBuys, the State of Oregon's eProcurement system, with a closing date of January 14, 2026, at 3:00 PM Pacific Time.

The clarification responses establish strict geographic and staffing constraints for contractor eligibility, explicitly prohibiting proposers from being headquartered outside the United States or performing contract work outside the USA, including locations such as India or Canada. All personnel assigned to perform work under the contract must be located and working within Oregon or southwestern Washington. These requirements are referenced in RFP Section 4.5.1.1 regarding Oregon or Southwest Washington-Based Business status and Section 4.5.1.2 addressing Organizational Structure. The responses reinforce the regulatory framework governing this procurement while providing essential guidance for potential bidders regarding compliance with geographic, staffing, and submission requirements.
