About this file

This is a Certified Disadvantaged Business Outreach Plan attachment for Media RFP #22025 issued by the State of Oregon, specifically addressing requirements under the Oregon Certification Office for Business Inclusion and Diversity (COBID). The document serves as a questionnaire that proposers must complete to demonstrate their commitment to providing equal opportunities for certified small businesses in subcontracting. The form requests proposers to identify their own certification status under ORS 200.055, including designation as minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), emerging small businesses (ESB), or disadvantaged businesses (DBE), along with their Oregon State Certification Number. Proposers must also list any certified firms they have contracted with in the past two years and identify potential subcontracting opportunities with approximate dollar values if awarded the contract.

The outreach plan requires proposers to describe the specific steps they will take to solicit certified firms for subcontracting opportunities and whether they are willing to report subcontractor identity and subcontract values to COBID upon contract award. The document emphasizes that certified firms must have equal opportunity to participate in state-funded contract performance, and proposers certify by submission that they have taken and will continue to take reasonable steps to ensure such participation. Proposers may be required to report their diversity, equity, inclusion, and belonging (DEIB) activities as part of performance review if awarded a contract. The information submitted in response to this outreach plan will not be considered in any scored evaluation of the proposal.
