About this file

This is a Cost Proposal Attachment (RT5) for RFP #22025 Media Services, a state and local contract opportunity for media planning and buying services. The RFP solicits proposals for comprehensive media services including media planning and consulting, media buying, account management, and additional services. The scope of work encompasses support for approximately three to four omnichannel product or brand campaigns and nine to twelve digital-only product and beneficiary campaigns annually, each varying in complexity and duration. Proposers must complete all required cost information in the specified format without altering any pre-populated cells, as failure to do so may result in proposal rejection or disqualification.

Proposers are required to submit hourly rates for four key person roles: Account Manager, Media Director, Media Planner/Buyer, and Media Supervisor/Analyst. Additionally, proposers must provide a blended hourly rate for Media Planning and Buying Services and propose a monthly retainer amount for ongoing services including media planning and consulting, account management, and additional services. The proposed monthly retainer is calculated by multiplying the proposed number of hours by the blended hourly rate and should encompass all costs not attributed to individual project-specific work orders. The RFP emphasizes that all costs must be adequately represented in the proposal, and any deficiencies discovered before Master Agreement execution may result in Contract Lottery's rejection of the submission at its sole discretion.

Attachment RT5 – Cost Proposal Media Services:

Cost proposal information must be provided in the table below. Proposer shall provide its cost information for each line item listed in the table. Do not change any of the completed cells. Any changes to the completed cells could lead to disqualification of the Proposal.

Should the failure to adequately represent all costs as requested in this RFP be discovered prior to execution of the Master Agreement and initial Work Order Contract Lottery may, at its sole discretion, reject the Proposal.

1.0 Hourly Rates: Proposer shall provide its proposed hourly rate for each Key Person Role listed below and as described in RFP Section 4.5.3. For purposes of completing this Attachment RT5, Proposer shall provide its proposed hourly rates only for the Key Person Roles listed in the table below. Proposer shall not include alternative or additional Key Person Roles as part of its response to this Attachment RT5.

2.0 Blended Hourly Rate: Proposer shall provide its proposed blended hourly rate for Media Planning and Buying Services described in the RFP.

3.0 Monthly Retainer: Proposer shall provide its proposed monthly retainer amount for ongoing Media Planning and Consulting, Account Management, and Additional Services as described in RFP Section 3.1.6 (“Proposed Monthly Retainer”). Proposer shall state the number of hours included in the Proposed Monthly Retainer in the space provided below (“Proposed Number of Hours”). 3.1.1 Media Planning and Consulting Services as described in RFP Section 3.1.1.

3.1.2 Media Buying Services as described in RFP Section 3.1.3.
