About this file
This is a response template and submission guide for the Oregon Lottery's Media RFP #22025, outlining the required structure and content for proposer submissions. The RFP solicits media services from qualified vendors headquartered and staffed within Oregon or southwestern Washington. Proposers must submit comprehensive proposals organized into two packages: Package 1 includes cover letter, executive summary, proposer information and references, organization and staffing details, and forms with responses to the sample master agreement; Package 2 includes the cost proposal. The submission requires an executive summary of two to four pages highlighting proposer qualifications, service delivery approach, proposed team composition, and competitive advantages. All proposals must be accompanied by a signed cover letter from an authorized company representative, certifying accuracy of information and commitment to contract terms for 180 days following the closing date.
Minimum mandatory qualifications require proposers to demonstrate Oregon cultural and demographic knowledge, maintain at least five full-time, non-contract staff performing Oregon-focused services within the state or southwestern Washington, and document minimum yearly gross revenues of $1,000,000 for each of the last three calendar years for Oregon-focused services. Proposers must provide three client references from medium to large organizations (50+ employees minimum for medium; 300+ for large), with public sector references encouraged. Key personnel must be direct employees rather than subcontractors, and all key persons must meet minimum qualifications specified in RFP Section 4.5.3. Proposers certify compliance with Oregon tax laws, non-discrimination policies, exclusion list requirements, and conflict-of-interest standards, with false or fraudulent statements subject to penalties under the Oregon False Claims Act.
