CONTRACT NO. C51632

INFORMATION LETTER NO. 7

The following questions have been received for clarification. The Department of Water Resources (DWR) answers are given immediately following the questions.

Question No. 1: There is a lump sum item for BMP's but there are no SWPPP for contractors to bid off of. Caltrans typically provides unit price bid items for BMPs. Please add bid items for the different types of BMPs that we may see on this project.

Answer: There is no lump sum item associated with BMPs. The Contractor is responsible for SWPPP as defined in Section 01570 - Environmental Protection. The cost for the items specified in Section 01570 - Environmental Protection shall be included within the overall construction cost.

Question No. 2: The specifications mention that various structures like junction structures, drainage outlets, retaining walls, and other structural concrete items are all included under bid item 160. To improve clarity, please consider creating separate bid items for each of these structures that require structural concrete. This way, each item will be quoted individually, making it easier to understand and manage the costs associated with each specific structure. This will also make it easier to track in the field if there are quantity issues or DWR directs us to construct additional work.

Specification No. 22-09 Information Letter No. 7

Answer: All the features included under Structural Concrete – General have the same material properties and installation requirements. This is the reason why they are all included in the same bid item.

Question No. 3: Plan sheet C-409 detail A1 shows preformed grooves. Please provide specifications for this work. Can these be formed by tools while placing the concrete or do they need to be a plastic strip material? Do these require sealing after the concrete has cured?

Question No. 20: We are requesting consideration for an adjustment to the specified plumbness tolerance for the battered piles as outlined in Specification Section 02455-8, Section I-1, Note C ("Straightness:

+/- 1.0 percent over the length of the pipe"). The equipment required for predrilling the battered steel pipe piles will not be able to maintain the specified 1% plumbness due to the depth and challenging geological conditions at the site. Given these constraints, we request that the allowable plumbness tolerance be increased to accommodate the field conditions.

Answer: Please refer to Addendum No. 4, Section 02455 – Steel Pipe Piles for alternate pile installation method.

Question No. 21: Concerns are being raised by the local Ready-Mix Concrete suppliers regarding the following job requirements: Section 03300 – Cast-in-Place Concrete, Paragraphs 2.05C.1, 2.05C.2, 2.07B, 2.07E.

They are stating “Our SRAs (ISO SRA 2000 and ISO SRA 2800) would not meet this spec. This was written specifically for shrinkage compensating additives (up to 100% or more shrinkage reduction) and shrinkage reducing admixture (SRA) generally can reduce shrinkage up 50%. If the shrinkage requirement can be reached with a traditional SRA then a case could be made for using a traditional SRAs, but many times the specifying engineer doesn’t know how much shrinkage is acceptable, they just figure less is better. Those shrinkage compensating additives are generally in powder form not liquid form.

“Other examples of shrinkage compensating additives are CTS Komponent and Euclid Conex, but those are not magnesium based. The only MgO based shrinkage compensating additive that I know of is made by Premier and Sika as referenced in the spec.

They are likely the same product made by Premier and Sika relabels the product and resells. “

Please consider relaxing/revising the specifications to be more in line with Caltrans requirements as that is what they are most likely to be able to satisfy at a reasonable cost.:

Answer: See Specification Section 03300 – Cast-In-Place Concrete, Paragraph 2.07 B: “Shrinkage reducing admixture or shrinkage-compensating admixture may be used.”

SRAs shall meet the requirements specified in Section 03300 – Cast-In-Place Concrete, Paragraph 2.05 B.

Paragraph 2.05 C in Section 03300 – Cast-In-Place Concrete was modified. Please see the revised section in Addendum No. 4

Question No. 22: Reference Drawing C-213 - Fairgrounds Sign. Can you please provide the as-builts and/or details (LED Sign weight, dimensions, rigging points, structural details) of the Fairgrounds Sign. Please also indicate if the LED sign is to be salvaged and if so, please provide a delivery location.

Answer: Bid as shown. Regarding disposal of the sign, please see Section 02220 – Selective Demolition, Paragraph 3.41.
