About this file

This document is an Information Letter No. 4 from the California Department of Water Resources (DWR) regarding Specification No. 22-09 - Emergency Release Facility, Lake Perris project in Riverside County, California. The project includes construction of levee embankments, channel work, concrete structures, bridges, box culverts, roadwork, utility relocations, and drainage. The bid opening has been extended to August 28, 2024 in an upcoming Addendum No. 1 due to questions received regarding contour discrepancies, quantity conflicts, and requests for CAD files. Small Business Enterprise (SBE) participation is non-mandatory for this project.

The estimated cost range for this project is $65,000,000 to $80,000,000. Bidders may leave certain documents, such as the Small Business Preference and DVBE Participation forms, blank if they are not requesting those preferences. The In-Use Off-Road Diesel Vehicle List can now be submitted within 10 days of the bid opening per the upcoming Addendum No. 1. INFORMATION LETTER NO. 4

The following questions have been received for clarification. The Department of Water Resources (DWR) answers are given immediately following the questions.

Question No. 1: Due to the complexity of the project, the 4th of July Holiday Week, and trying to meet SBE requirements will the Agency consider extending the bid date an additional month.

Answer: Small Business Enterprise (SBE) participation is non-mandatory.

Bid Opening will be extended to August 28, 2024 in a forthcoming Addendum No. 1.

Question No. 2: The existing contours on the site plans for the channel and levees, sheets C-301 & C-401, do not appear to match the existing contours on the corresponding enlarged sheets C-309, C-310 & C-

402. Please advise which one is correct.

Answer: Updated contours will be included in a forthcoming Addendum No. 1.

Specification No. 22-09 Information Letter No. 4

Question No. 3: The quantity for Bid Item 105 "Solid PVC, D3034 SDR35 15-inch" is listed as 1,045 LF in the Bid Schedule. The profile sheet C-903 shows the total quantity to be 931 LF. When scaling the plan view sheets C-901 and C-902 (note that the sheets have different scales which have been accounted for - C-901 is 1:30 and C-902 is 1:40) the quantity is 1,029 LF. If you also compare the plan view to the profile view sheets there is a conflict in the number of Sanitary Manholes: the profile shows 2 structures, and the plan view appears to have 3. Please advise as to which drawing sheets are the correct ones to use for the contractor’s basis of quantity verification and pricing.

Answer: An updated quantity for Bid Item No. 105, Solid PVC 15-inch will be included in forthcoming Addendum No. 1. The new Fairgrounds sewer utilizes an existing manhole tie-in, two new manholes, and a sewer lift station. The same manhole is shown on both C-901 and C-902.

Question No. 4: Please refer to the HDPE, 24” and the HDPE, 18” on plan sheet G-

115. The backfill detail column for these two items calls out to use Detail 5B on plan sheet G-116. Also refer to plan sheets C-742 and C-743 – Drainage Quantities Summary. Per these sheets, it indicates to place crushed rock for the 24” and 18” HDPE. When referring to sheet G-116, the only detail that contains aggregates is Detail D5. In this detail, it calls out “Crushed Rock” (bid item 67) and Rock-2” to 3” (bid item 68) which is a conflict with what is called for on sheets C-742 and C-743. Specification Section 02305 states that Bid Item 67 – Crushed Rock is to be used as shown or directed and Bid Item 68 – Rock, 2” to 3” is for utility bedding purposes.

Please clarify what details are to be used and the locations that said details will be required.

Answer: Revisions to the referenced sheets will be included in a forthcoming Addendum No. 1.

Question No. 5: Will an electronic version of the slide presentation used at the Pre-bid meeting on July 10 be made available to the bidders?

Answer: The Mandatory Site Inspection Trip Presentation is available on the DWR Cosmos website (https://cosmos.water.ca.gov/) under Document 00300 – Information Available.

Question No. 6: Because the electronic CAD files will not be made available per

Information Letter No.2, and the numerous plans, specifications, and reports, we respectfully request a minimum three week bid date postponement. We feel that this will provide the bidders the necessary time to complete quantity verifications and submit the best pricing for the owner.

Answer: Bid Opening will be extended to August 28, 2024 in a forthcoming Addendum No. 1.

Question No. 7: The summary of Quantities, for the drainage system, on sheet C- 743 indicates that drainage system 34 can be found on Sheet C- 315 but the pipe is not shown on that sheet. Does drainage system 34 exist and if so, where can it be found?

Answer: The summary of quantities table for drainage system 34 that refers to sheet C-315 is a typo, and it will be C-313 in a forthcoming Addendum No. 1.

Question No. 8: In regards to Q&A No. 4: Discrepancies of original ground contours are found on the following: Plan sheets C314, C316, C318 Differ from the Levee “S” Line plan and profile sheets. Which all differ from the Levee Site plan sheet. Also, the original ground contours on the channel plan and profile sheets differ from the original ground contours shown on the maintenance road sheets especially between C Line station 0+00 and 16+00. Can the owner please provide the CAD file showing the original ground contours so all contractors are performing quantity takeoffs using the same information?

Answer: Survey contours will be revised on these sheets in a forthcoming Addendum No. 1. Please refer to Information Letter No. 2, Question No. 1 regarding CAD files.

Question No. 9: On drawing no. S-202 section A1, there is mass concrete shown for the drop structure footing that is a 6’x6’ section. Is the concrete cutoff wall shown on section A3 on sheet S-203 the same drop structure footing?

Answer: No.

Question No. 10: On drawing no. S-207 section B2, there is mass concrete shown for the drop structure footing that is a 3’x3’ section. Is the concrete cutoff wall shown on section D1 on sheet S-206 the same drop structure footing?

Answer: No.

Question No. 11: Please confirm the quantity mass concrete, it seems lower than what is shown in the drop structure plans.

Answer: Bid Item No. 162, Mass Concrete is 145 CY as shown on Document 00410 – Bid Schedule.

Question No. 12: Please confirm that there are no bearings required for Evans Road Bridge.

Answer: Bearing pads won't be used for Evans Road Bridge as the abutment is integrated to the deck slabs.

Question No. 13: Sheet S-501, legend item 15 is for the sidewalk transition. Does the sidewalk transition get paid under bid item 161 for Minor Concrete or under the various concrete barrier bid items.

Answer: Sidewalk transition will be paid under concrete barrier bid items.

Please note that there will not be a sidewalk transition at retaining wall No. 3. Revised drawings providing additional clarification will be included in a forthcoming Addendum No. 1.

Question No. 14: The 732SW barrier shown on the bridges has a solid line between the barrier and the sidewalk. Please confirm that this construction joint is optional per the drawing S-612.

Answer: The construction joint between the barrier and sidewalk is optional per Drawing No. S-612.

Question No. 15: The RSP hatch pattern on the channel plans does not match up with the RSP stationing shown on the profiles, which is correct?

Answer: Updated rock lined channel limits will be included in a forthcoming Addendum No. 1. Stationing is correct.

Question No. 16: Does the channel invert shown on the profile reflect the invert of the low flow channel?

Answer: No, it does not reflect the invert of the low flow channel.

Question No. 17: Document 00451 of the Bid Form states that bidders must submit a valid Certificate of Reported Compliance for all fleets listed on the form. Transmitting copies of the subcontractors’ certificates in the final hours before the bid is submitted will present a logistical challenge to the personnel delivering the bid package to your office in Pearblossom. Will the agency consider revising the bid form to allow for Bidders to submit Certificates 24-48 hours post bid?

Answer: A change to allow Certificates of Compliance to be submitted within 10 days of the Bid Opening will be included in a forthcoming Addendum No. 1. Document 00451 – In-Use Off-Road Diesel Vehicle List is still required at the time of bid.

Question No. 18: The response to Question 1 of Information Letter 2 states “DWR does not share CAD files with the Bidders. The use of the CAD files allows the bidders to utilize earthwork modeling software to complete a more detailed and accurate earthwork takeoff that is faster and more accurate for confirming bid quantities than the use of pdf files. The Department has mentioned that the CAD files will be available to the awarded Contractor. It would be in the best interest for the Department to share the CAD files with the Bidders similar to Caltrans to get the most accurate and competitive bid.

Please advise if the District will reconsider their current position and provide the bidders the CAD files for bidding purposes.

Answer: Please refer to Information Letter No. 2, Question No. 1 regarding CAD files.

Question No. 19: Please advise if the bid date may be extended to August 28th.

Answer: Please refer to Question No. 6 above.

Question No. 20: Document 00441- Is it acceptable to submit the document, “Small

Business Preference and Certification Request for Construction Contractors Only” as a blank document if the bidding contractor does not certify as a small business?

Answer: Bidders not requesting Small Business Preference may leave Document 00441 - Small Business Preference and Certification Request blank or marked "N/A."

Question No. 21: Document 00444A – Is it acceptable to submit the documents, “Non-Small Business Bid Preference For Using California Certified Small Business Subcontractors/Suppliers” as a blank document if the bidding contractor does not wish to request this bid preference.

Answer: Bidders not requesting Non-Small Business Preference may leave Document 00444A - Request for Non-Small Business Bid Preference for Using California Certified Small Business Subcontractors/Suppliers blank or marked "N/A."

Question No. 22: Document 00445 – Is it acceptable to submit the document, “DVBE Participation” as a blank document if no DVBE quotes are received?

Answer: Document 00445 - DVBE Participation may be left blank or marked "N/A" if the Bidder does not utilize DVBE.

Question No. 23: Can documents 00447, 00448, 00449, 00450 be submitted as blank documents at the time of bid if the prime contractor is not bidding as a DVBE prime contractor?

Answer: Document 00447 through 00450 may be left blank or marked "N/A" if the prime contractor is not bidding as a DVBE Prime Contractor.

Question No. 24: Can document 00451 be submitted after the bid, within a specified time for the apparent low bidder along with the required documentation?

Answer: Please refer to Question No. 17 above.

Question No. 25: Please consider extending the bid date for this project due to the project’s size and complexity.
