Answer: The power poles are 75’ in height and have two powerlines: 115 kV and 12 kV, poles and lines to be installed by Southern California
Edison (SCE):
1. 115 kV line is approximately at 68’ height above the ground.
2. 12 kV line is approximately at 43’ height above the ground.
3. The required underground work to be performed in this contract per the contract drawings is for 12 kV line.
4. Communication lines will be installed below the 12kV lines but should have a minimum clearance based off the NESC.
5. Vertical height for all conductors are per final design from SCE.
The vertical heights should be field verified prior to start of work.
Question No. 14: The proposed relocation of the SCE overhead powerlines on Evans
Rd is scheduled to be completed prior to construction, per the project bid walk. The overhead powerlines will become a conflict with the pile installation due to the proximity of the centerline of the power poles and the Abutment No.4 easterly footing. Please confirm that the intent is to have spliced piles. If spliced piles are not recommended, please provide a revised layout for the overhead powerlines. Refer to Drawing No. S-507, S-504, and C-1001.
Answer: The relocated SCE powerlines will cross over near the westerly abutment pile locations. Pile splices will be allowed to enable the use of shorter segments to drive piles in low-headroom situations.
Question No. 15: Reference Drawing No. S-404 and C-1319. There is a constructability issue between the proposed Lake Perris Drive detour on Drawing No. #C-1319 and the proposed Abutment No. 1 return wall on the southeast corner of Lake Perris Drive. Answer: Yes, please refer to the notes on Drawing No. G-114 and Section
01551 – Public Safety and Traffic Controls, Paragraph 3.01 I.
Question No. 17: Per section 00701.e, the contractor must maintain an all-wheel water truck or fire truck with a water tank of at least 3,000 gallons and the truck's tank must be full at all times and may not be utilized for construction. May we use the working water truck for this piece, or does it really have to be a standby water truck that can have no other duties?
Answer: As stated in Document 00701 – Safety, the truck’s water tank must remain full and shall not be used as a source of construction water without prior written approval by the Engineer. The intent is to have the water truck available for fire control if needed.
Question No. 18: The chain link fabric that is written into the specifications is not readily available. May the contractor use the attached material as an as equal alternate?
Answer: Please refer to Addendum No. 2, Section 02820 for clarifications on the type of fabric.
Question No. 19: The portions of the C line channel that are upstream of the drop structures have a 2% fall to the low flow section in the middle. The drop structures shown on sheets on S-201 through S-207 tie into these channel portions. It is unclear if the entire drop structures should also have a 2% slope towards the center to mimic the channel, or if the top section of the drop structure should be tapered to match the channel, and the rest of the drop structure be placed flat. Please confirm the cross slope of the drop structure concrete. See attached sketch for clarification.
Answer: The entire drop structures have a 2% slope towards the center of the channel “C” Line, as shown on Drawing Nos. S-203 and S-206.
Question No. 20: Reference Specification Section 02512, Part 2.07.A.4 and Part
2.07.B.4: Both sections apply to Fittings and specials. Part 2.07.B.4 specifies 2” x 4” No. 12 welded wire fabric except handwork reinforcement. Part 2.07.B.4 states that cement mortar lining shall meet the requirements of straight pipe with the handwork lining using wire fabric. They contradict each other. We only use wire fabric in the hand patch areas of fabricated fittings. Please confirm that the wire fabric is only required for handwork lining.
Answer: Confirmed.
Question No. 21: Reference Contract Drawings C-1004 and M-110: The pipe joints for the 24” CML&C steel pipe are full weld double pass. The welded joint detail on Drawing M-110 shows a bell and spigot rolled groove with gasket and a filler rod. The gasket is obsolete in a fully welded joint. Will you allow a lap welded joint, as specified in Specification
02512, Part 3.04, in lieu of the rolled groove joint?
Answer: Yes, welded lap joints are acceptable.
Question No. 22: Reference Contract Drawing C-1004: The tie-ins to the existing 24”
CML&C pipe call out a 24” FxPL spool and install insulating joint.
Note 3 references Drawing C-819 for pipe connections to existing pipe. Per drawing C-819 the connections to existing pipe are flanged joints. Is it your intent that our pipe end with a flanged end and a ship loose flanged will be field installed? Or do you want us to provide a flange x plain end spool with a loose buttstrap for a buttstrap connection to existing pipe. Please clarify.
Answer: Connections to existing steel pipe should be done with flanges so that we can insulate the joint. Do not butt-strap the existing pipeline as there is no way to insulate a butt strap.
Question No. 23: Reference Contract Drawing C-1004: The horizontal elbows are called out as 24” 90° FxF Bend and the vertical elbows are called out as 24” 22.5° HxH Bend. We could not find any abbreviations for these in the contract drawings. We are assuming that the FxF means flanged x flanged. What does HxH represent?
Answer: FxF = flange by flange, HxH = hub by hub, PL = plain end.
Question No. 24: Reference Contract Drawing C-1004: Assuming FxF represents flanged joints, can we eliminate the flanged joints at the elbows?
Flanged joints at elbows are typically used for short body ductile iron fittings. They are not normally required for AWWA C200/C208 steel pipe fittings.
Answer: If this is buried pipe, then welded joints are typical and flanged joints are not desired unless we need isolation kits at the joints. If this is exposed pipe, then flanged joints are typical to allow disassembly.
Question No. 25: The Evans Road Utility Relocation drawing C-1001 (sheet 184) identifies the Southern California Edison (SCE) overhead electrical line relocation alignment.
