About this file

This document is an Information Letter No. 2 issued by the California Department of Water Resources (DWR) regarding Specification No. 22-09 (Contract No. C51632) for the Emergency Release Facility at Lake Perris. The project involves construction of features to safely route water from the dam to the Perris Valley Drainage Channel, including a levee embankment, channel work, concrete structures, bridges, box culverts, roadwork, utility relocations, and landscaping. The estimated cost range for this project is $65,000,000 to $80,000,000. DWR does not share CAD files with bidders, but the awarded contractor can request them during construction. Builder's risk insurance is not required, and good faith effort documentation is not necessary for this contract. An authorized signatory can sign the bid proposal if a Written Action of the Board of Directors is submitted.

The contract does not require a good faith efforts package to be submitted if the 3% Disabled Veteran Business Enterprise (DVBE) and 25% Small Business Enterprise (SBE) participation goals are not met. Interested parties can register as a planholder or bidder by emailing DOE_Specs@water.ca.gov. The required contractor's license classification for this work is A.
