About this file

This document is a Pre-Proposal Meeting presentation for Request for Proposal (RFP) 21-0106 issued by the Illinois Tollway for a Retail Payment Solution. The Illinois Tollway is seeking to expand payment options for customers at retail locations, with a focus on serving unbanked and underbanked patrons. The vendor must provide, at a minimum, retail locations where customers can make in-person cash payments for I-PASS accounts and invoices, and should also offer other payment methods. The RFP has geographic coverage requirements, including targeted underserved zip codes, regional locations within the Tollway service territory, and desirable nationwide locations. Technical requirements include real-time payment updates, standard API protocols, and detailed reporting. The vendor must have a minimum of 3 years of experience providing retail payment locations and services, as well as compliance with SSAE16, PII, and PCI DSS standards. The proposal submission deadline is August 30, 2022 at 10:30 am CT, and proposals will be evaluated based on responsiveness, commitment to diversity, and pricing.

The RFP includes a 14% Business Enterprise Program (BEP) goal and a 1% Veteran Owned Small Business Program (VOSB) goal. Vendors must submit a Utilization Plan detailing how they will meet these goals or provide good faith efforts. Pricing will be a factor in the evaluation, but the exact weighting is not specified. This appears to be a new contract opportunity, as no incumbent is mentioned.
