About this file
This document is an Addendum #2 to a Request for Proposal (RFP) issued by the Illinois Tollway for a Retail Payment Solution, Bid Buy Reference #21-557THA-BUSSY-B-23561. The addendum provides clarification on several questions received from vendors, including the format of the proposal submission, the timeline for depositing collected funds, and the demographic reporting requirements. It extends the question period and reschedules the bid opening date as published on BidBuy. The RFP solicits proposals for a retail payment solution, and the Illinois Tollway prefers transactions to be completed within two days, but no later than five days. Vendors are instructed to submit their proposals in PDF format and to respond to the requirements specified in Sections D and onwards of the RFP document.
The addendum does not provide any additional details on pricing terms, set-asides, incumbents, funding requirements, or other salient information. Vendors are advised to carefully review the RFP document and the addendum to ensure they comply with all the requirements.

ADDENDUM # 2
RFP
Contract #21-0106/Retail Payment Solution
Bid Buy Reference #21-557THA-BUSSY-B-23561 Proposal Due Date: As Published in BidBuy
Please be advised of the following changes to the above-mentioned solicitation:
I. The Bid Opening date has been rescheduled and is as published in BidBuy.
II. The question period has been extended and is as published in Bidbuy.
III. Questions and Answers:
The following are questions received from Vendors and responses from the Illinois Tollway pursuant to the question and answer portion of the above-mentioned solicitation. The Illinois Tollway has provided its answers accordingly.
1. Question: Is a separate executive summary/proposal document allowed to be submitted? If not, would that information be able to be embedded in the RFP document RFP 21-0106 Retail Payment Solutions or any of the other forms requested?
Answer: The Illinois Tollway does not submit solicitation documents to Bid Buy in other format except via pdf attachments. Executive summary is part of response Tab 3, see section D.6 of RFP. Any requirements in section D and thereafter should be responded to.
If there are any exhibits, please label them and include them as part of Tab 9. After downloading copy of solicitation, please type in the information via Adobe Acrobat or similar product. Please also see vendor instructions on how to submit an RFP, which was included as an attachment on B-23561.
2. Question: For the sections that require written responses (as opposed to the checkbox answers), are those answers to be embedded into the source document or are those sections instructions for a separate proposal document? For example, Section D and onwards of document RFP 21-0106 Retail Payment Solutions is asking in regard to the retail locations, etc.
Answer: Again, any responses by Offerors should be responded via Adobe Acrobat or Microsoft Word. The Illinois Tollway is requesting that Offerors submit one proposal response separate from source document.

3. Question: D.1.3.5 says” Vendor shall remit to Tollway full amounts collected from customers daily. Funds must be deposited daily into designed bank account by electronic funds transfer”. Does this mean the Tollway expects transactions completed on a Monday to be deposited on Monday? If so, that is not possible. Transactions completed on Monday would be deposited two days later (i.e. Wednesday).
Answer: The Illinois Tollway prefers transactions to be completed in two days, but no later than a maximum of five days.
4. Question: What does “demographic reporting” mean? What data is the Tollway expecting to report on?
Answer: Please refer to section D.3.2.C in the RFP solicitation.
