About this file

This document is a performance standards reference table attachment for Harris County's Emergency Debris Removal and Management Services contract, establishing quantitative operational requirements for debris removal contractors. The attachment specifies three disaster classifications with corresponding first-pass completion deadlines: Standard Events (debris less than 3 million cubic yards) require completion within 45 calendar days for all zones; Major Events (3-8 million cubic yards) require 45 days for priority zones and 60 days for secondary zones; and Catastrophic Events (debris exceeding 8 million cubic yards) require negotiated timelines established within 7 days of Notice to Proceed. Priority zones are designated by the County Debris Manager based on life-safety corridors, critical infrastructure, high-density residential areas, and Commissioner Precinct priorities, with first-pass completion requiring clearance of all county-pinned debris locations, monitor verification with timestamped photography, and formal County acceptance.

Contractors must maintain minimum operational capacity including 150 debris hauling units with 20+ cubic yard capacity, 40 small trucks deployable within 72 hours, and 20 self-loading units or loader/truck combinations, with additional debris reduction and support equipment as specified in operational plans. Daily operational readiness must meet an 80% standard, calculated as trucks working divided by total trucks deployed, assessed through County monitor records and GPS tracking data with 5-minute ping intervals, with consequences including work reallocation or liquidated damages assessment if readiness falls below 80% for more than two consecutive days. Contractors must also establish and maintain a minimum of 15 Debris Management Sites distributed across all four Commissioner Precincts with at least 3 sites per precinct, each site requiring 5 acres minimum size, location outside FEMA floodways and 100-year floodplains, executed lease agreements during activation, and 80% daily operational readiness, with the first 8 sites operational within 7 days and all 15 sites operational within 14 days of County authorization.

Performance Standards Reference Tables

This Appendix contains the quantitative performance standards referenced throughout the solicitation.

These tables are operative contract requirements if this document is used as a standalone solicitation. If issued as part of a larger contract package, the executed contract documents and any issued addenda govern. Where a conflict exists, the more stringent requirement applies.

Table A-1: First Pass Completion Deadlines by Disaster Classification

The County establishes First Pass completion deadlines based on estimated total debris volume. Zone priority designations are determined by the County Debris Manager at time of NTP.

Disaster Classification Zone Type First Pass Completion Deadline

Standard Event (Total debris <

3M CY)

All zones 45 calendar days from zone assignment

Major Event (Total debris 3M–

8M CY)

Priority zones 45 calendar days from zone assignment

Major Event (continued) Secondary zones 60 calendar days from zone assignment

Catastrophic Event (Total debris > 8M CY)

All zones Negotiated timeline established within 7 days of NTP in collaboration with the County

Priority Zone criteria: life-safety corridors (hospitals, emergency routes); critical infrastructure (fire stations, power grid); high-density residential areas; Commissioner Precinct priorities. First Pass is not complete until all County-pinned debris locations are cleared, monitors have verified every county road in the zone as clean with timestamped photography, and the County has formally accepted zone completion.

Table A-2: Operational Capacity Minimums and Readiness Formula

The following capacity standards apply during all active debris removal operations. Failure to maintain minimum operational readiness may result in LD assessment or work reallocation at the County’s discretion.

A. Minimum Fleet Requirements for Award Eligibility

Equipment Type Minimum Count

Notes

Debris hauling units (20+ CY capacity)

150 units Owned, leased, rented, or broker-committed

Small trucks (10–15 CY capacity) 40 units Must be deployable within 72 hours of NTP

Self-loading units or loader/truck combinations

20 units For right-of-way push and collection

Debris reduction equipment As proposed Grinders, chippers, compactors per operational plan

Equipment Type Minimum Count

Notes

Support equipment As proposed Excavators, dozers, water trucks per operational plan

B. Daily Operational Readiness Standard

Metric Standard / Definition

Minimum Daily Readiness 80% of deployed equipment must be operational each day

Readiness Formula (Trucks Working ÷ Total Trucks Deployed) × 100% ≥ 80%

Operational Definition Mechanically functional; properly certified; qualified and licensed driver present; compliant with all applicable safety and DOT requirements

Measurement Period Assessed daily based on County monitor records and GPS tracking data (5-minute ping intervals minimum)

Consequence of Failure If readiness falls below 80% for more than two (2) consecutive days, the County may reallocate work to other qualified pool contractors or assess liquidated damages

C. Debris Management Site (DMS) Minimum Requirements

Requirement Standard

Minimum total sites 15 sites distributed across all four Commissioner Precincts

Minimum sites per Precinct 3 sites per Precinct

Minimum site size 5 acres each

Flood zone restriction All sites outside FEMA floodway and 100-year floodplain

Lease status Executed lease agreements required during activation; letters of intent to lease updated annually; current site list provided to County within 30 days of each contract anniversary

Activation timeline – first 8 sites Operational within 7 days of County authorization

Activation timeline – all 15 sites Operational within 14 days of County authorization

Operational hours Accept debris 24/7 when operational

Daily readiness standard 80% of DMS site equipment operational daily (same formula as field equipment)
