About this file

This document is a Minority/Women-Owned Business Enterprise (M/WBE) Trucking Procedure Compliance guide issued by the Harris County Department of Economic Equity and Opportunity (DEEO) to establish standards for determining whether M/WBE trucking companies perform a Commercially Useful Function (CUF) and qualify for M/WBE credit on Harris County contracts, specifically applicable to the Emergency Debris Removal and Management Services for Harris County contract. The guide establishes operational requirements and documentation standards that M/WBE trucking firms must meet to receive contract participation credit.

M/WBE trucking firms must own and operate at least one truck with one employed driver, perform at least 30 percent of subcontract work with their own forces, and manage the entire trucking operation without contrived arrangements. The document outlines three scenarios for receiving full credit: subcontracting to another M/WBE firm, leasing additional trucks from non-M/WBE firms while using M/WBE employee drivers, or leasing additional trucks with a one-to-one ratio to owned trucks for full credit (with only fees and commissions counted for excess leased trucks). Required submittals include the M/WBE trucking firm's W-9, current insurance documentation, and proof of truck ownership or registration on the TxDOT website. Vendors must submit completed and signed M/WBE Utilization Plans with supporting documentation by bid deadline, with optional courtesy reviews available up to five business days prior to solicitation closure. The Harris County DEEO can be contacted at (713) 274-1400 or DEEO@eeo.hctx.net for additional program policy information and assistance.
