About this file

This document is a business case for the Cincinnati/Northern Kentucky International Airport (CVG Airport Authority) proposing a $660,000 project to transition Aircraft Rescue and Firefighting (ARFF) facilities from Aqueous Film Forming Foam (AFFF) to Fluorine Free Foam (F3). The project involves reconstructing foam-distribution systems in the South and North ARFF stations, including installing new holding tanks, pumps, valve controls, and associated piping. The project schedule indicates appropriations approval in October 2025, procurement completion in November 2025, and design/construction completion by July 2026.

The project is driven by increasing Environmental Protection Agency (EPA) regulations on Per- and Polyfluoroalkyl Substances (PFAS), with the Department of Defense committed to certifying F3 foam for military specifications. The total project cost is $660,000, broken down as $545,000 for construction/installation, $109,000 for contingency, and $6,000 for force labor. Known risks include potentially reduced fire suppression effectiveness, higher costs, limited availability of F3, required firefighter retraining, and special storage and disposal requirements. The project aligns with the airport's strategic plan, sustainability goals, and operational excellence objectives by managing assets strategically and developing an environmental sustainability program.

ARFF Aqueous Film Forming Foam Transition - New Construction PMWeb #1210

Current Situation/Background Information

CVGAA ARFF previously maintained an inventory of approximately 7,000 gallons of aqueous film forming foam (AFFF) across multiple supply tanks and trucks.

AFFF contains a group of manufactured chemicals called Per- and Polyfluoroalkyl Substances (PFAS). The Environmental Protection Agency (EPA) has continued to increase regulation of PFAS through multiple regulatory programs. Regulations by the Federal Aviation Administration (FAA) have limited airports capacity to make the transition to date. With the release of the FAA's Aircraft Firefighting Foam Transition Plan and the Department of Defense's (DOD) newly publish replacement specifications, airports now have an opportunity to transition from AFFF to Fluorine Free Foam (F3).

This funding request it to complete the installation of the new F3 foam holding tanks and associated distribution plumbing in both the North and South ARFF stations.

These systems are used to store additional foam to replenish the ARFF vehicle after the foam has been used and will complete the transition from PFAS fire fighting foams to F3 foams.

Project Definition

Project Scope: This project will install new foam storage tank and pipe plumbing distribution for ARFF vehicles in both ARFF facilities.

Business Objectives: Complete funding of the transition of ARFF operations from AFFF previously demolished to F3 being installed as the new foam system for use on the airport for emergencies.

Project Value: Provide aqueous film-forming foam agents to combat fuel fires.

Organizational Impact

Project Approach

DOD has committed to certifying a foam manufactures product for MILSPEC F3 certification. New trucks purchased by ARFF will be able to be filled with the F3 product and avoid the decontamination process with early procurement.

The scope of this project includes the reconstruction of the foam-distribution systems in the South and North ARFFs. At the South ARFF Station (Station 1), installation will include a new holding tank, pump, valve controls, and associated piping, following minimal site-access demolition. At the North ARFF Station (Station

2), the same components are to be installed; however, this effort will require a more extensive enabling-demolition process. In particular, to facilitate placement of the new holding tank on the second floor, a portion of the existing block wall must be removed, and the mechanical, electrical, and plumbing (MEP) systems reconfigured to accommodate a new permanent opening.

Known Risks & Limitations

Fluorine Free Foam (F3) is an alternative firefighting foam that does not contain PFAS. The transition from AFFF to F3 has several known risks and limitations, including:

Effectiveness: F3 may not be as effective as AFFF in suppressing fires. AFFF has been extensively tested and proven to be highly effective in extinguishing fires, particularly those involving hydrocarbon fuels such as gasoline and jet fuel. F3 has not yet been widely tested, and its effectiveness in various fire scenarios is not yet fully understood.

Cost: F3 is more expensive than AFFF. This is partly due to the fact that F3 is a relatively new product and is not yet produced in large quantities. As a result, the cost of production is higher.

Availability: F3 may not be readily available in some areas. Since F3 is a relatively new product, it may not be available in all regions or may only be available in limited quantities.

Training: Firefighters may need to be retrained to use F3. F3 may require different application techniques than AFFF, and firefighters will need to be trained on how to use this alternative foam effectively.

Storage and disposal: F3 requires special storage and disposal methods. Storage and disposal: F3 requires special storage and disposal methods.

Timing: Winter-construction poses a threat to scheduling. ARFF Crash Trucks cannot be stored outside when temperatures are below 32 degrees. Chief has proposed moving equipment around to empty bays to allow construction to be completed during the cold months.

Reconstruct the foam-distribution systems in the South and North ARFFs as outlined in this business case.
