About this file
This document is a Q&A response to questions received during the question and answer period for the WSDOT (Washington State Department of Transportation) solicitation 2024-0904 for a Highway Speed Camera Pilot Program. The solicitation is for the installation of two average speed enforcement camera systems at locations to be determined by WSDOT, which will serve as trials of the average speed method for automated speed enforcement within the state of Washington. The contract term is 6 months, with the vendor expected to provide pricing for the first 3 months. The program requires the establishment of the average speed enforcement zones within 12 weeks of the Notice to Proceed. The response also addresses questions regarding the inclusion of graphics, the pricing structure, differentiation between rental and private vehicles, and performance requirements.
The pricing for this contract will be a lump sum, with monthly billing based on the services provided and any Service Level Adjustments incurred. There will be no fees assessed on the speed notices issued during this pilot program. The roadside system is anticipated to be stationary for the full 3-month trial period, with potential relocation if issues arise with the installation location.

Question
Response
Did this change the solicitation?
1.
Exhibit B, Section 1.1:
The ASV shall establish 2 average speed enforcement zones no later than 10 weeks from NTP (Notice to Proceed).
Since this solution is brand new to the U.S. market, is there any flexibility in extending the go-live date from NTP? 10 weeks is fairly short even for already established enforcement types.
The language will be revised for establishment no later than12 weeks from NTP.

2.
Part A: The format of the response limits the inclusion of explanatory graphics and figures. Can you please provide additional detail on the level of detail that is expected for each of the responses and where to include supporting graphics?
Part B: Also, will the Department evaluate responses included for items that do not require a written response?
Part A; They may be provided as a separate exhibit, labeled, and referenced to a specific response within the RFQQ. Links to external resources may be provided, but must be linked to a specific response.
Part B: No.

RFP Section 2.3. CONTRACT TERM. As set forth in the attached Contract for this Competitive Solicitation, the contract term is Six (6) months. Bidders are to specify prices for the first three (3) months of the contract term (such prices then will be adjusted as set forth in the Contract). The Contract is subject to earlier termination.
- Can WSDOT provide more clarity on the pricing structure? Assuming the total price will be the same, is it the expectation the vendor is able to bill for 3 months or 6 months and if only 3, is it the first 3 when it’s possible the program is still in implementation mode and not yet at a go-live stage?
The Proposer will be expected to provide a lump sum price as part of the proposal. Billing will be completed on a monthly basis and in line with the services provided and any to Service Level Adjustments incurred during the month.

4.
Is there a Fee assessed on the Speed Notice?
Fees are not assessed during this pilot.
N
5.
How do we differentiate between Rental Vehicle and a private owner? Based on the Name from the WSDOT DOL Lookup?
This would be based on the name from the DOL Lookup.
N
6.
Can WSDOT commit to answering questions submitted in this Chat ASAP? There are questions that have been submitted that if answered in a certain matter, may lead a vendor not being able to meet the requirements and they may choose not to respond. Knowing this information as soon as possible will help in terms of allocation of valuable resources.
Yes, we will provide responses in reasonable intervals as questions are received.
N
7.
Performance Requirement 23.7 references an attached table. Will you please clarify the location of that table?
Table will be posted to WEBS.
N
8.
Could you please advise on the planned and typical deployment duration in each zone, and whether the roadside system will require relocation during the pilot?
It is anticipated the deployment will be stationary for the full trial period, anticipated to be 3 months. The installation is anticipated to be stationary, unless there are noted issues with the installation related to location, at which point relocation may be required.
N
9.
I would add to clarify, where in the submitted response should graphics be included; e.g. appendices, etc. ?
They may be provided as a separate exhibit, labeled, and referenced to a specific response within the RFQQ. Links to external resources may be provided, but must be linked to a specific response.
