1. NOTE TO OFFEROR: This acquisition is being conducted in collaboration with the DHS Procurement Innovation Lab (PIL). The PIL is a virtual lab that experiments with innovative techniques for increasing efficiencies in the procurement process and institutionalizing best practices. There is nothing you need to do differently for this requirement. The PIL project team may reach out to successful and unsuccessful Offerors to assess effectiveness of the procurement process and the innovative techniques applied. The anonymous feedback will be used to further refine DHS procurement practices. Additional information on the PIL may be found at https://www.dhs.gov/acquisition-innovations-motion
SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS OR RESPONDENTS
L.1 CONTRACT INFORMATION
This Request for Proposal (RFP) solicits for multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for commercial‐off‐the‐shelf (COTS) equipment and services necessary to support the tactical communications requirements of DHS and other partner federal agencies as a Multi-Agency Contract (MAC). This solicitation is issued for full and open competition that will include four tracks of contracts: a small business track and an unrestricted track for Technical Category 1 (TC1), Equipment; and a small business track, and an unrestricted track for Technical Category 2 (TC2), Services:

The offeror confirms that its SAM registration is current as of the date the offer is submitted and reflects the NAICS code(s) aligned with the Technical Category proposed. A small business is any offeror who meets the definition of any federally designated small business in the NAICS codes referenced in the tables above for the Technical Categories proposed.
If the SAM registration shows the offeror doesn’t have the NAICS code applicable to the subcategory/subcategories it is offering, CBP will reject the entire proposal. Also, any entity that does not meet the small business standard will be removed from consideration without further evaluation, if submitting in the small business category.
In subsequent orders, the order level Contracting Officer shall determine whether to conduct the procurement on either: (1) an Unrestricted basis for competition between Prime Contractors from both the Unrestricted and the Small Business track for the associated TC; or (2) as a Small Business set-aside in which competition will be limited to only those Prime Contractors in the Small Business track for the associated TC.

L.3 FAR PROVISIONS
The following FAR provisions are applicable to this solicitation and are provided in full text.
L.3.1 FAR 52.216-1 Type of Contract (APR 1984) The Government contemplates the award of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) Multi-Agency Contracts (MAC) resulting from this solicitation. The contracts will utilize T&M and FFP orders. Incentive provisions may also be applied to individual orders.

L.3.2 FAR 52.216-27 Single or Multiple Awards (OCT 1995) The Government may elect to award a single Delivery Order contract or Task Order contract or to award multiple delivery order contracts or Task Order contracts for the same or similar supplies or services to two or more sources under this solicitation. The government anticipates that multiple IDIQ Awards shall be made under each Technical Category. A vendor must submit two complete separate proposals if it wishes to be awarded an IDIQ contract for both Technical Category 1 Equipment and Technical Category 2.
Future orders requiring both supplies and services will be issued against the Technical Category under which the predominant proportion of the work resides, based on estimated cost, i.e. if a delivery order is primarily equipment, with ancillary services, it would be issued against TC 1 Equipment. Offerors should consider this when making a business decision to propose to one Technical Category or both. Offerors may submit one proposal under each Technical Category, for a maximum of two proposals for TacCom II.
Awards will be issued based on points earned within Technical Subcategories. A subcategory is representative of a subset of equipment or services under the respective Technical Category. A maximum of 30 awards are reserved for Equipment, and a maximum of 30 awards are reserved for Services. The award maximums for each subcategory are provided in Exhibit 1 below. The small business and unrestricted offerors’ proposals will be evaluated separately.

L.3.3 FAR 52.233-2 - Service of Protest (SEP 2006)

L.4 SPECIAL NOTICE TO OFFERORS
Offerors are advised that the Government may utilize Solutions Through Innovative Technologies, Inc. DBA STI Technologies, and their subcontractors and consultants, if applicable, to assist during the source selection. The exclusive responsibility for source selection will reside with the Government. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act") as implemented in the FAR. Contractor personnel assisting in the proposal evaluation are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of a competing Contractor's proprietary data.
L.5 PROPOSAL SUBMISSION INSTRUCTIONS
L.5.1 GENERAL
This section provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements of the solicitation. Non-conformance with the instructions provided in this Information to Offerors may result in removal of the proposal from further evaluation.
The purpose of this section is to establish requirements for the format and content of proposals so that proposals contain all essential information and can be evaluated equitably.
Offerors are instructed to read the entire solicitation document, including all attachments in Section J, prior to submitting questions and/or preparing your offer. Omission of any information from the proposal submission requirements may result in rejection of the offer.
The Offeror shall submit only one proposal for each Technical Category. To be considered for award under both Technical Categories, an Offeror must submit two separate proposals that are individually and independently responsive to the solicitation instructions. A maximum of two Master Contracts may be awarded to each Offeror. The Offeror’s proposal shall clarify which subcategory or subcategories for which it is proposing.
The establishment of Technical Subcategories is solely for the purposes of the IDIQ evaluation.
All information within the page limitations of the proposal is subject to evaluation. The Government will evaluate proposals in accordance with the evaluation criteria set forth in Section M of this solicitation.
Offerors may make minor formatting changes to Section K and Section J templates used in proposal submission. For example, minor formatting changes include such things as adjusting page breaks, adding corporate identification logos, and identifying proposal volume identifiers in the headers and footers, including disclaimers of proprietary information.
The electronic solicitation documents, as posted on the Federal Business Opportunities (FBO) website, and shall be the "official" documents for this solicitation.
The Government will not reimburse Offerors for any cost incurred for the preparation and submission of a proposal in response to this solicitation.
All proposal information is subject to verification by the Government. The Offeror is required to ensure all proposal information submitted is verifiable. If the TacCom II Source Selection Team detects unverifiable, contradictory, or unsubstantiated information submitted in an Offeror’s proposal, the Government may end the proposal evaluation and remove the Offeror from being considered for award. Falsification of any proposal submission, documents, or statements may subject the Offeror to civil or criminal prosecution under Section 1001 of Title 18 of the United States Code.
NOTE: This solicitation instructs Offerors to provide supporting documentation for practically all scored evaluation criteria. Some subsections of Section L require that an Offeror shall provide a particular form of documentation for validation purposes. (See L.7.2.3).
L.5.2 OFFICIAL LEGAL BIDDING ENTITY
All the evaluation elements for which an Offeror claims credit in accordance with L.7.2.4 must be in the Offeror’s name as submitted in Block 17A on the Standard Form (SF) 1449, Solicitation/Contract/Order For Commercial Items, with a corresponding CAGE Code and DUNS Number in System for Award Management website at, https://www.sam.gov that matches the Offeror name on the SF 1449, Block 17A.
L.5.3 MERGERS, ACQUISITIONS, NOVATIONS, AND CHANGE-OF-NAME AGREEMENTS, AS APPLICABLE By the closing date of this solicitation, if a company has acquired another company, the transferor and transferee company may claim credit for the same Relevant Experience Projects under the following condition:
In the event of a Government approved novation of a U.S. Federal contract from one Contractor to another, the transferor Contractor may claim credit for the above mentioned projects inasmuch as that contractor was awarded and assumed responsibility for that project up until the merger/acquisition while the transferee may claim credit for the same project in as much as that contractor has assumed responsibility for the totality of the project from the point of the merger/acquisition. For any claimed evaluation element identifying a different name other than that of the Offeror; due to a merger, acquisition, novation, or change-of-name agreement; the offeror has the burden to establish that the claimed evaluation element should be attributed to the Offeror. To do so, the offeror must provide evidence of the merger, acquisition, novation, or change-of- name agreement, as well as a justification demonstrating how the evaluation element being claimed is applicable to the Offeror.
L.5.4 INVERTED DOMESTIC CORPORATIONS
Inverted Domestic Corporations are not eligible for award under this solicitation.
“Inverted Domestic Corporation”, as defined in FAR 52.209-10, means a foreign incorporated entity which is treated as an inverted domestic corporation under 6 U.S.C. 395(b), i.e., a corporation that used to be incorporated in the United States, or used to be a partnership in the United States, but now is incorporated in a foreign country, or is a subsidiary whose parent corporation is incorporated in a foreign country, that meets the criteria specified in 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c). An inverted domestic corporation as herein defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue Code at 26 U.S.C. 7874.
L.5.5 PROPOSAL DUE DATE AND ADDRESS LOCATION

L.5.6 SOLICITATION QUESTIONS

Interested parties should utilize the attached MS Excel template TACCOM II QUESTIONS COMMENTS TEMPLATE to organize and present any questions, directing them to the Contract Specialists at Theodore.J.Langel@cbp.dhs.gov AND Claire.A. Breen@cbp.dhs.gov. Otherwise, questions might not be received or considered.
Questions in response to this RFP are due (TBD).
Please thoroughly review the entire solicitation, including all the attachments in Section J, prior to submitting questions.
While questions can be presented any time after the solicitation is posted, for both interested party and government efficiency, it is helpful if they are sent well before the offer deadline/RFP closing date. Otherwise, questions may not be answered if presented at a time near the offer deadline/RFP closing date.
The official location for all responses to relevant questions in association with this solicitation will be posted on the Federal Businesses Opportunities website: www.fbo.gov.
Only relevant questions requesting information that is necessary for the preparation of Proposals will be answered. Repeated or recurring questions received from multiple potential Offerors concerning the same topic may be answered under a single summarized question/topic. Questions where the answers that are clearly, explicitly or unambiguously written into the official RFP may not be addressed by the Government with a written response. The Government will not provide any individual acknowledgement notices for the receipt of questions submitted, and no questions will be attributed to the respective Offerors.
L.6 PROPOSAL FORMAT
The following are further descriptions of the information that shall be submitted with the proposal.
The Offeror shall submit all separate electronic proposal volumes and supporting documents listed in L.6.2 PROPOSAL FORMAT TABLE via e-mail to Theodore.J.Langel@cbp.dhs.gov AND Claire.A.Breen@cbp.dhs.gov Offerors must identify the RFP number in the Subject Line of the email and should include “# of #” if multiple emails are required for submission of entire proposal. Offerors are advised to submit electronic documents early.
L.6.1 ELECTRONIC SUBMISSION OF PROPOSAL
By submission of a proposal via e-mail, the Offeror must ensure that the submission is readable, in the format specified in the solicitation, and has been verified as free of computer viruses. Prior to any evaluation, the Government will check all files for viruses and ensure that all information is readable. In the event that any files are defective (unreadable), the Government may only evaluate the readable electronic files. However, if the defective (unreadable) media renders a significant deficiency in the Offeror's proposal, the government may consider the proposal incomplete and not further consider such proposals for evaluation.
No paper version of your proposal shall be submitted.
It is the sole responsibility of the Offeror to ensure that the electronic files submitted are virus free and can be opened and read by the government. Proposal submissions shall not be locked, encrypted, or otherwise contain barriers to opening.

Only proposal files may be submitted in accordance with the instructions in Section L.6.1. No other files are permitted.
Proposal documents shall be in Adobe (pdf) format except where otherwise specified (See L.6.2).
Font shall be of a minimum 12-point font size or a maximum 10 characters per inch (10-pitch, pica) spacing. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable.
Verification documents shall not be edited with the exception of SOW highlights called for the section for Copy of Contract Statement of Work. It is permissible for the verification documents to not match 12-point font, if that’s the font the documents originally had.
L.6.2 PROPOSAL FORMAT TABLE
The following Proposal Format Table is to assist Offerors in organizing their proposal submission documents to ensure the government can easily identify which documents apply to which criteria for evaluation purposes. Offerors must adhere to the Volume Numbers, Format and/or Templates, and Page Limitations (if any) provided in the Proposal Format Table. Offerors must include their company name or company name abbreviation and Volume Number in the filename. For example, ABC Incorporated filename for Volume 1, SF-1449 is ABC.VOL1.SF1449.pdf. Offerors may make minor adjustments to the file naming methodology so long as the resulting file names and organization are clearly understood.

L.7 PROPOSAL CONTENT
L.7.1 VOLUME 1 - GENERAL
To be eligible for award, the Offeror must adhere to the directions and submit the following information under Volume 1 – General.
L.7.1.1 COVER LETTER
The proposal shall be accompanied by a cover letter prepared on the company’s letterhead stationery. The cover letter shall identify all enclosures being transmitted and shall indicate the Technical Category and Track for which the offeror is proposing. One separate and complete proposal shall be submitted for each Technical Category. The cover letter shall further indicate the following:
· Subcategories proposed in the points based evaluation
· Subcategories proposed in its Schedule of Supplies/Services (Section B)
The first or title page shall also be in accordance with FAR 52.215-1, paragraph (c)(2).
The cover letter shall specify the proposal acceptance period, which shall be a minimum of 120 calendar days from submission.
L.7.1.2 STANDARD FORM (SF) 1449
The offeror shall provide an executed SF 1449 and acknowledge any RFP amendments.
The Offeror’s Legal Name and Address in Block 17a on the SF1449 must match the information for the Offeror in SAM.GOV at https://www.sa m.gov, including the corresponding Commercial and Government Agency (CAGE) Code Number and Data Universal Numbering Systems (DUNS) Number (Note: the address listed in Block 17a will be the official mailing address used by the Government for letter correspondence, if necessary).
The Name, Title, Signature and Date identified in Block 30b, must be an authorized representative with authority to commit the Offeror to contractual obligations.
L.7.1.3 INDIVIDUAL SMALL BUSINESS SUBCONTRACTING PLAN (UNRESTRICTED TRACK ONLY)
The Offeror shall submit its Individual Subcontracting Plan in accordance with FAR 52.219-9 for each Technical Category under which it proposes. The proposed Individual Subcontracting Plan shall cover the entire TacCom II contract period. Neither a Commercial nor a Master Subcontracting Plans will be accepted. A small business concern as defined in FAR 52.219-28 is not required to submit an Individual Subcontracting Plan. The Offeror’s accepted Individual Subcontracting Plan will be incorporated into the resultant Master Contract.
Offerors shall use Attachment TO BE INCLUDED IN RFP, Individual Subcontracting Plan Format. The subcontracting goals stated are applicable to this procurement and should be utilized for developing a subcontracting plan in response to this RFP.
The subcontracting plan shall be submitted as an attachment that is separate and detachable from Volume I.
The Offeror should consider the following when preparing the Individual Subcontracting Plan:
1) These percentages reflect DHS’s subcontracting goals for the TacCom II Master Contract. However, the Offeror’s Subcontracting Plan should only contain realistic goals that are attainable to the Offeror’s individual circumstances:

2) The Offeror shall provide for total subcontracted dollars for Base Period and Option Periods for all SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB. Dollars are not required to be broken out for individual contract years. The dollars proposed are planned subcontracted dollars and should generally provide for incremental increases in dollars for the option periods.
3) The Offeror shall provide percentages for all SB, SDB, WOSB, HUBZone, VOSB, SDVOSB and be expressed as a percentage of the total subcontracting dollars to all concerns (both other-than-small and small business).
For example, the total dollars to be subcontracted in the table below is provided for example purposes only to show proper math calculations only:

Note - Only the other-than-small business plus all small business should equal the total in both dollars and percentages. Do not add together subgroups to reach the total small figure, as the same dollars can be double and triple counted for each group as applicable. Dollars and percentages to other-than-small and total small businesses (all inclusive) must equal the total subcontracted to all categories in both dollars and percentages.
DHS expects Offerors to thoroughly review the requirements set forth in FAR 19.704, Subcontracting Plan Requirements.
Additionally, the U.S. Small Business Administration provides general guidance on developing an "Acceptable" Subcontracting Plan on its web page at https://www.sba.gov titled "Small Business Liaison Officer Handbook".
The Individual Subcontracting Plan is a material requirement of this solicitation, and the submission of a completed Individual Subcontracting Plan is a mandatory requirement of the Offeror’s proposal. For the purpose of this evaluation, the proposed Individual Subcontracting Plan submitted is treated as a Responsibility Determination factor rated as either Acceptable or Unacceptable. NO POINTS are assigned or earned on this evaluation factor. The Offeror’s entire proposal will be considered unacceptable if the Individual Subcontracting Plan is not included with its proposal.
L.7.1.4 REPRESENTATIONS AND CERTIFICATIONS
The Offeror shall complete and submit all Representations and Certifications in accordance with the instructions in Section K.
L.7.2 VOLUME 2 – RELEVANT EXPERIENCE WITH PAST PERFORMANCE
L.7.2.1 RELEVANT EXPERIENCE PROJECT FORM AND ATTACHMENTS (SINGLE PDF)
Offerors must complete and submit TACCOM II RELEVANT EXPERIENCE FORM for a maximum of three (3) relevant Past Experience/Past Performance reference projects. Offerors must fill out a Relevant Experience Form in entirety for each reference project. All fields in Parts I and II of the form must be addressed.
The Relevant Experience Form includes the minimum qualifications that each reference project must meet to receive points in the evaluation.
Only references meeting the qualifying criteria in the Relevant Experience Form may be used in the Scoring Spreadsheet. Any reference that does not meet the qualifying criteria on the Relevant Experience Form, and as detailed in Section M.4, will not receive points in the Scoring Spreadsheet.
All Relevant Experience Project Forms and Attachments shall be submitted as a single PDF. Each Relevant Experience Project Form shall precede corresponding attachments for that project.
L.7.2.2 RELEVANT EXPERIENCE PROJECT QUALIFICATIONS
The Relevant Experience Form addresses each of the minimum qualifications that each reference project must meet to receive points in the evaluation. Additional instructions that supplement the form are provided as follows:
Contractor Name (Part I, Item 1 and Part II, Item 11) The Contractor name submitted on the Relevant Experience Form and all Reference Attachments should be consistent with the Offeror name submitted on the SF1449 for this solicitation.
If the Contractor name on any proposal document differs from the Offeror name submitted on the SF1449, the corresponding novation agreement shall be submitted to document the name change.
Award Type (Part I, Item 6) Specify the type of contract used for each reference project.
A Relevant Experience “reference project” is defined as (1) a single contract; (2) a single task or delivery order awarded under a Multiple Award contract (as defined below); (3) a single task or delivery order awarded under a master Single Award Indefinite Delivery Delivery/Task Order contract (Definite Quantity, Requirements, or Indefinite Quantity) contract (FAR 16.5); (4) a single delivery/task order placed under a Federal Supply Schedule contract (FAR 8.405-2); (5) a single task or delivery order placed under a master Multiple Award Blanket Purchase Agreement, or (6) a single task or delivery order placed under a master Single Award Blanket Purchase Agreement (BPA)(FAR 8.405-3). When a Single-Award or Multiple-Award Indefinite Delivery contract’s or BPA’s requirements are well defined, for a specific purpose(s), and orders are issued on a recurring basis, a collection of orders placed under it may be combined and submitted as a single project.
Multiple-award contract means a contract that is: (1) A Multiple Award Schedule contract issued by GSA (e.g., GSA Schedule Contract) or agencies granted Multiple Award Schedule contract authority by GSA (e.g., Department of Veterans Affairs) as described in FAR part 38; (2) A multiple- award task-order or delivery-order contract issued in accordance with FAR subpart 16.5, including Governmentwide acquisition contracts; or (3) Any other indefinite-delivery, indefinite-quantity contract entered into with two or more sources pursuant to the same solicitation.
An “Order” is defined as the agreement of record for the delivery of supplies or services placed against an established contract (IDIQ or BPA).
Value of Award (Part I, Item 8): Specify the value of the reference project.
Project value for completed projects is determined by the total dollars obligated at the time of proposal submission. If a project is a “collection of orders” placed under a Single-Award or Multiple-Award IDIQ contract or BPA, the project value will be the sum of obligated dollars on all applicable orders based on the methods above being applied to each individual order.
Period of Performance (Part I, Item 9): Specify the period of performance for the reference project. Only reference projects with a completion date later than June 30, 2014 will qualify. For ongoing projects, the completion date is defined as the last date of the project lifecycle including all options.
Place(s) of Performance (Part I, Item 10): Specify the location of work performed under the reference project, including delivery locations and service locations. The United States of America (USA) includes Contiguous United States (CONUS) locations, the 48 contiguous States and the District of Columbia, plus the overseas states (Alaska and Hawaii), and all Territories and Possessions of the USA, (e.g., Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, and The Commonwealth of the Northern Mariana Islands).
Prime Contractor (Part II, Item 2): A Relevant Experience reference project must be work performed as the Prime Contractor.
“Prime Contractor” means the Contractor has privity-of-contract with the Government for all contractual obligations under a mutually binding legal relationship with the Government. In other words, when the Government awards a Contract to a Contractor, the Contractor is considered the “Prime Contractor.” For example, “Prime Contractors” are identified as such on the cover page of contracts or Task/Delivery Orders such as:
(1) Standard Form (SF) 1449 – Solicitation/Contract/Order for Commercial Items – (Block 17a identifies the Prime Contractor)
(2) SF 26 – Award/Contract – (Block 7 identifies the Prime Contractor)
(3) SF 33 – Solicitation, Offer, and Award – (Block 15A identifies the Prime Contractor)
(4) Department of Defense (DD) 1155 – Order for Supplies or Services (Block 9 identifies the Prime Contractor)
(5) Optional Form 307 – Contract Award (Block 7 identifies the Prime Contractor)
(6) GSA Form 300 – Order for Supplies and Services (Block 6 identifies the Prime Contractor)
When a Prime Contractor awards a contract to a Contractor, the Contractor is considered a “Subcontractor.” Any reference submitted in which the Offeror is identified as a “Subcontractor” will be rejected.

L.7.2.3 RELEVANT EXPERIENCE PROJECT ATTACHMENTS
In addition to submitting Relevant Experience Forms, the following documents must be submitted for each reference project submitted in response to this RFP to support in Government verification:
1. Reference Project Award Document (Part II, Item 7);
2. Statement of Work (or equivalent) (Part II, Item 8);
3. Federal Procurement Data System – Next Generation (FPDS-NG) Record (printed directly from FPDS-NG) (Part II, Item 9);
4. CPARS Record or Past Performance Rating Survey (Part II, Item 10);
The following documentation is required only as applicable:
5. Novation Agreement (Part II, Item 11);
Instructions for submitting each attachment are as follows:
1. Reference Project Award Document: Offerors must submit a copy of the original contract award document. The award document must be a fully executed copy, and must consist of one of the following forms:
· Standard Form (SF) 1449 – Solicitation/Contract/Order for Commercial Items – (Block 17a identifies the Prime Contractor, Block 9 identifies the U.S. Federal Government Agency, Block 3 identifies the Award/Effective Date, and Block 31c. identifies the date the Contracting Officer signed)
· SF 26 – Award/Contract – (Block 7 identifies the Prime Contractor, Block 5 identifies the U.S. Federal Government Agency, Block 3 identifies the Effective date, and Block 20C identifies the date the Contracting Officer signed)
· SF 33 – Solicitation, Offer, and Award – (Block 15A identifies the Prime Contractor, Block 7 identifies the U.S. Federal Government Agency, and Block 28 identifies the date the Contracting Officer awarded/signed)

· Other Official Government Award Form not identified above (Must explicitly identify the Contractor, Government Agency, Order Number, Dollar Value, and the date the Contracting Officer awarded/signed)
2. Contact Schedule and Statement of Work (or equivalent): Offerors shall submit the Schedule of Supplies/Services and contractual requirements document for each reference project. The requirements document shall identify the general scope, nature, complexity, and purpose of the supplies or services the customer acquired under the contract, and must be one of the following:
· Statement of Work
· Statement of Objectives
· Performance Work Statement Within the requirements document, Offerors must identify and call attention to the specific section or sections of the SOW that document the following:
· The majority (>50%) of the project requirement aligns to the scope of the subcategory selected.
· Identify by highlighting in yellow, those specific written passages in the SOW that support the claim of having performed the subcategory (consistent with Self-Scoring Spreadsheet, element #5) as determined by the Offeror’s subjective review.
· Identify and highlight in pink the delivery/service locations Only those subcategories and delivery/service locations identified and highlighted on the SOW can be claimed for scoring credit on the Self-Scoring Worksheet.
3. FPDS-NG Record: Offerors must submit a FINAL FPDS-NG Record that reflects the data submitted in the Relevant Experience Form and the Scoring Spreadsheet.
If multiple FPDS-NG reports are available for a single project, the most recent report shall be submitted; previous reports shall only be submitted if necessary for verification of claimed scoring elements.
For a “collection of delivery/task orders,” if verification of all claimed elements is achieved without submitting all the delivery/task orders that have been awarded, then only submit those delivery/task orders that are necessary to provide verification.
If the FPDS-NG Report does not substantiate all information on the Attachment 2.2_TacCom II Relevant Experience Form Template, DHS is not requiring the Offeror to have the Contracting Officer effect an electronic change of record in FPDS-NG. Therefore, if the FPDS-NG Report for the project is not available, or information within the report does not provide appropriate verification, the following verification documents must be included:
· If available, FPDS-NG Report that provides verification of any information included on the Attachment TACCOM II RELEVANT EXPERIENCE FORM
· (If multiple FPDS-NG reports are available, the most recent report shall be submitted).
· The completed Attachment TACCOM II RELEVANT EXPERIENCE FORM must be signed by a Contracting Officer (CO) with cognizance over the submitted project. The citation must include the CO’s point-of-contact information (POC) that includes direct telephone number and direct email address.
If access to the cognizant Contracting Officer is unattainable, the Government will accept the signature of the Contracting Officer’s Representative (COR) directly associated with the project provided the following are submitted:
(1) The COR and the cognizant CO’s point-of-contact information (POC) with direct telephone numbers and email addresses; and,
(2) COR email notification to the cognizant CO with completed Attachment TACCOM II RELEVANT EXPERIENCE FORM
(3) This email is to provide verification that the CO was made aware of the COR’s concurrence with the Attachment TACCOM II RELEVANT EXPERIENCE FORM
NOTE: If Attachment TACCOM II RELEVANT EXPERIENCE FORM requires a signature for verification and is not signed by the appropriate party (or parties) as indicated throughout Section L, points shall not be earned.
4. CPARS Record or Past Performance Rating Survey:
Past Performance ((PPIRS) information exists) If past performance information exists in the Past Performance Information Retrieval Systems (PPIRS), the contractor shall provide a copy of the most recent completed and FAR compliant past performance report.
Past Performance (PPIRS information does not exist) If the Government has not finalized past performance ratings in the PPIRS database that links to CPARS, the Offeror shall submit a certified Past Performance Survey using the template in Attachment TACCOM II RELEVANT EXPERIENCE FORM. No other format or additional proposal documentation will be considered in support of past performance data.
Using the Attachment TACCOM II RELEVANT EXPERIENCE FORM, the Offeror shall provide the survey directly to each of the references. The Past Performance Rating Form must be completed and signed by either a Warranted Contracting Officer or Contracting Officer Representative with cognizance over the submitted project. Forms completed by any other representative will not be accepted.
Surveys completed by the cognizant Contracting Officer or Contracting Officer Representative shall be returned to the Offeror so that the rating data may be entered into the Self-Scoring Worksheet. The Offeror shall ensure that completed forms are submitted with its proposal.
In the event the evaluation team discovers misleading, falsified, and/or fraudulent past performance ratings, the Offeror shall be eliminated from further consideration for award. Falsification of any proposal submission, documents, or statements may subject the Offeror to civil or criminal prosecution under Section 1001 of Title 18 of the United States Code.
L.7.2.4 SELF-SCORING WORKSHEET (ONE SUBMISSION PER PROPOSAL, MS EXCEL AND PDF FORMAT) DHS aims to streamline the technical evaluation process with a self-scoring approach, using a self-scoring spreadsheet that automatically calculates a total evaluated score based in Offeror entries.
The Offeror shall complete Attachment TACCOM II SELF SCORING WORKSHEET for each of the relevant Past Experience/Past Performance reference projects submitted using the Attachment TACCOM II RELEVANT EXPERIENCE FORM.
No other format or additional proposal documentation will be considered.
The first Excel sheet titled “Instructions” in the Attachment TACCOM II SELF SCORING WORKSHEET contains detailed instructions to fill out the Spreadsheet that must be followed to complete the Spreadsheet.
IMPORTANT NOTE: If an Offeror answers “No-Disqualified,” to Scoring Criteria 1, under Section 1, Project Specific Scoring, it shall not complete any more of the Scoring Criteria fields under that Project.
Section 1
Item 1: Any reference project that does not meet the qualifications on the Relevant Experience Form will receive zero points for that reference.
Item 2: Enter obligated value as evidenced in reference document attachments.
Item 3: Enter delivery and service locations as evidenced in reference document attachments for each project.
Item 4: Enter CPARS/PPIRS ratings or Past Performance Rating Form ratings, as applicable for each project.
Item 5: Enter delivery areas evidenced in reference document attachments for each project. The delivery areas must collectively represent at least 50% of the project scope.
Item 6: Enter the number of delivery areas supported in item 5, as applicable for each project.
Item 7. Relevant Experience - Fair Opportunity Delivery/Task Order Award Against a MA/IDIQ Contract – certify whether the project is an Order (or Orders) awarded against a Multiple Award Indefinite Delivery Indefinite Quantity (MA/IDIQ) contract that provided for fair opportunity (competed) under FAR part 16.505.
Section 2
Enter the number of unique customers represented among project references. Each DHS component represented accounts for a separate customer. Each non-DHS agency supported accounts for a separate customer.
L.7.3 VOLUME 3 – PRICE
L.7.3.1 TECHNICAL CATEGORY 1 (EQUIPMENT) INSTRUCTIONS:
The following documents shall be submitted when proposing under Technical Category 1:

Sample Delivery Order Pricing
The Government has provided Offerors with seven (7) Sample Orders representative of the seven (7) categories of equipment found under Technical Category 1. See Attachment TACCOM II SAMPLE ORDERS. Offerors shall submit a price quote for the Technical Subcategory that corresponds to the reference projects submitted in the Self-Scoring Worksheet. Discounts applied within the proposed Sample Order must be equal to the discounts offered in the Offeror’s Material Category Discount Table (Attachment TACCOM II DISCOUNT AND SERVICES PRICING). The sample order for the proposed subcategory must be filled out in entirety.
Offerors shall submit both a priced and unpriced copy of sample delivery order pricing.
PLEASE NOTE: An Offeror’s Material Category Discount Table (in Attachment TACCOM II DISCOUNT AND SERVICES PRICING), will be incorporated into the resultant contract for use on future task /delivery orders.
The Contractor’s completed Sample Order will be incorporated into this contract. For those delivery orders which include equipment items identical to those outlined in the (TACCOM II SAMPLE ORDERS) the prices listed in the Attachment will serve as a ceiling for the equipment prices.
At the ordering-level CO’s discretion, alternate equipment items (made available on the Contractor’s GSA schedule and/or commercial catalog) may be added at the order level; however, the ordering-level CO will have the responsibility to negotiate prices and make a fair and reasonable determination for any alternate equipment not found on the attached Sample task.
Instructions for completing Attachment TACCOM II DISCOUNT AND SERVICES PRICING (for Equipment)
Offerors must complete TACCOM II DISCOUNT AND SERVICES PRICING for the Subcategory proposed in the TACCOM II SELF SCORING WORKSHEET.
Separate instructions are provided within TACCOM II DISCOUNT AND SERVICES PRICING for the following areas of scope:

The following instructions are provided for completing the Material Category Discount Table in Attachment TACCOM II DISCOUNT AND SERVICES PRICING. Columns with a red header indicate the column contains formulas that auto populate the entries and no user entries are needed. Headers in light blue are areas the vendor must complete.
· Enter the vendors name in the column with the heading “Vendor” (Column A) for each line on the table. Data under the “Categories” column (Column B) will populate based on selections made on “Material Category” column (Column C).
· Select the Material Category from the drop down menu under the Material Category column. Select the cell to access the drop down.
Under the column title “Catalog or Base Source Material” identify the source material where the discount comes from. For example, if your item comes from a GSA catalog with a unit price, identify the GSA catalog. Description of the base from which the discount is offered should be sufficiently detailed to be traceable to the source documentation. Vendor should expand column as needed.
· Enter the quantity minimum order (Column E) and maximum (Column F) where a discount applies.
· Enter the discount for the specified tier in Column G. Add rows to the spreadsheet to capture additional tiers. In the example, two additional lines are entered for the Comparator Material Category to capture the additional details for each tier.

4. Identify the catalog/source from where the discount is taken (GSA in the example) and enter min and max and discount for each quantity tier.
3. Insert rows to capture multiple discounts tiers. Example shows three tiers for Comparator.
GSA Schedule/Commercial Catalog The offeror shall provide published GSA catalog(s) that provide commercial pricing for all products proposed on each sample order. If the offeror does not have GSA Schedule pricing, the Offeror’s commercial catalog must be submitted with the proposal. The offeror shall provide copies of published price catalogs/prices lists, GSA Schedule prices and any other information necessary to establish the reasonableness of the prices proposed on the Sample tasks. Pricing off of GSA schedules is preferred.
Offerors shall provide GSA Schedule or commercial catalog pricing for all solutions it may deliver through the lifecycle of the IDIQ in support of task order price analysis. (The Government will solicit catalog updates throughout the contract lifecycle as required.)
Attachment TACCOM II DISCOUNT AND SERVICES PRICING is intended to capture quantity discounts, offered by vendor, for material items, except portable radios, offered for sale under the Technical Category 1- Equipment. Vendors that offer portable radios must refer to Attachment TACCOM II DISCOUNT AND SERVICES PRICING. Vendors offering quantity discounts will be obligated to provide those discounts when delivering items under TacCom II.
Customary Discount Practices The Offeror’s written discounting policies/standard commercial practices, and history of most favored customer discounts shall be provided with its proposal.
