TECHNICAL SERVICE MANUALS

3. Service Manual to include alignment instructions complete with schematic diagrams , descriptions of circuit operation, block diagrams, parts list, maintenance and troubleshooting procedures, technical specifications and any specific configuration information.

Instructions Portable Radios

Instructions for completing the tabs titled “Detail Portable Radio Table” and “Portable Radio Tiered Pricing”
The tabs titled “Detail Portable Radio Table” and “Portable Radio Tiered Pricing” are intended to capture quantity discounts, offered by vendor, for Portable Radios and Accessories offered for sale under the Technical Category 1- Equipment. Offerors proposing quantity discounts are obligated to provide those discounts when delivering items under TacCom II. The tiers shown in the “Portable Radio Tiered Pricing” tab are set by the Government. Historical data indicates that the government has received discounts on purchases of portable radios and radio accessories as follows:
Instructions for completing Portable Radio Tiered Pricing.
Enter the Offeror's name in the column with the heading “Offeror” (Column A) for each line on the table. The data in the column titled “Material Category” (Column B) should read “Portable Radios”.
-Select the appropriate value from the drop down button in the column titled “Type of Radio” (Column C).
Enter the percent discount in the column titled “% Discount” (Column F). The first four quantity tiers (Column D and E) are set by the government. The tiers for portable radio accessories are (0-10, 11-100, 101-500 and >500. The fixed quantity tiers for all other portable radio categories are (0-100, 101-1000, 1001-5000, > 5000). Offeror must provide their discount for the fixed quantity tiers. Vendor has the option to offer discounts for additional tiers above the government stipulated tiers. Add rows to the spreadsheet for additional tiers.
The tab titled “Detail Portable Radio Table” is illustrative and optional. Offeror must supply the level of detail in the attachment, however, vendor may provide their own form. Offeror must provide a detailed listing of the make and model of each item available within the “Type of Radio” category (Column A). The type of radio category must be one of the following:
· 700/800 Portable Radio
· 700/800 Portable Radio Accessories
· Standard Configuration
· UHF Portable
· VHF Portable
In the column titled “Contract/Schedule” (Column D) Offeror must identify the source material where the discount comes from. For example, if your item comes from a GSA catalog with a unit price, identify the GSA catalog. Description of the base from which the discount is offered should be sufficiently detailed to be traceable to the source documentation. Offeror should expand column as needed. Enter the current price of the items in the column titled “Current Price” (Column E).

Instructions Material Discount

The Material Discount table is intended to capture quantity discounts, offered by vendor, for material items, except portable radios, offered for sale under the Technical Category 1- Equipment. Offerors who propose portable radios must refer to the “Instructions for the Portable Radio” tab. Offerors proposing quantity discounts will be obligated to provide those discounts when delivering items under TacCom II.
Instructions for completing Material Discount Table
Columns with a red header indicate the column contains formulas that auto populate the entries and no user entries are needed. Headers in light blue are areas the vendor must complete.

-Enter the Offeror's name in the column with the heading “Offeror” (Column A) for each line on the table. Data under the “Categories” column (Column B) will populate based on selections made on “Material Category” column (Column C).

-Select the Material Category from the drop down menu under the Material Category column. Select the cell to access the drop down.

Under the column title “Catalog or Base Source Material” identify the source material where the discount comes from. For example, if your item comes from a GSA catalog with a unit price, identify the GSA catalog. -Enter the quantity minimum order (Column E) and maximum (Column F) where a discount applies.

-Enter the discount for the specified tier in Column G. Add rows to the spreadsheet to capture additional tiers. In the example, two additional lines are entered for the Comparator Material Category to capture the additional details for each tier.

Instructions for Services The following instructions apply for completion of this attachment. Offerors are reminded that they must complete both pricing tabs: Government Site Rates and Contractor Site Rates. All percentages and rates shall be rounded to two decimal places.

Step 1:
Enter the Offeror Name in Row 3 and the DUNS Number in Row 4.
Step 2:
In Column E, Offerors must indicate if the proposed ceiling rates are from their GSA schedule or commercial catalog, and identify their corresponding labor category title in Column F. Offerors are strongly encouraged to use labor categories from their GSA Schedule, if available.
Step 2:
In Column G, Offerors shall propose fully burdened ceiling rates for all applicable labor categories. The fully-burdened ceiling rates shall include all direct labor and indirect costs applicable to that labor category (such as fringe benefits, overhead, and G&A), and profit. A description of the labor categories and minimum qualifications is provided in Attachment XX.
Please note: Columns C and D include a “fair and reasonable range” for each labor category that are based on the Government’s review of prices paid for similar efforts. If the Offeror’s proposed rate falls within the stated range, that particular proposed rate will be considered fair and reasonable. Only those labor categories with a proposed rate determined to be fair and reasonable by the Government will be incorporated into the contract for use on future orders.
For each applicable labor category, Offerors shall propose a ceiling rate for the period 9/26/2017 to 9/27/2018. This attachment will then automatically apply an annual escalation factor of 1.7% beginning 9/26/2018. The applied factor is determined by the Bureau of Labor Statistics (BLS) Employment Cost Index (ECI) and is based on average annual BLS ECI increases for the previous three years from the date period of performance begins. The applied escalation factor will be revisited prior to the exercise of each option period. The established ceiling rates in the awarded contract will only be adjusted upwards to reflect changes in escalation that are greater than the currently applied escalation factor. Conversely, if updates to the BLS ECI escalation are equal to or even fall below the currently applied escalation factor, the ceiling rates will remain unchanged.
Step 4:
Insert the proposed discount off your GSA Schedule or Commercial Catalog price. Do not apply a negative discount if your proposed rate falls below the rate range provided. Column J will then populate the Offeror's proposed ceiling rate.

Please note: The Government has identified and marked certain labor categories in this attachment as categories covered by the Service Contract Act (SCA). Categories subject to SCA are identified with an " * " and are not escalated.The Government has incorporated the San Francisco, CA wage determination for purposes of pricing the SCA positions under this IDIQ contract, since it is one of the highest cost areas where work may be performed. The actual geographic locations of performance will be determined at the task order level and the applicable prevailing wage determination will be incorporated into the task order solicitation at that time. Offerors are strongly encouraged to consider the impact of the known geographic location in their task order pricing as compared to the San Francisco, CA prevailing wage determination that was used for the purposes of pricing your IDIQ ceiling rates.
