About this file
This document contains a self-scoring worksheet and instructions for vendors bidding on the TACCOM II contract opportunity with the Department of Homeland Security Customs and Border Protection. The self-scoring worksheet includes sections for vendors in Technical Categories 1 and 2 to provide details on up to three past performance projects and answer questions to calculate a score. Technical Category 1 involves equipment such as radios, accessories, and high frequency equipment while Category 2 covers operations and maintenance, radio programming, and site services. Vendors must select a sub-category and complete the worksheet providing project details to validate their self-scoring, which will be compared to agency references. Scoring is calculated based on criteria such as contract value, locations supported, past performance ratings, and number of relevant technical sub-categories delivered. The related federal contract opportunity notice indicates the TacCom II re-compete requirement and directs vendors to the attached special notice and self-scoring instructions when considering submitting an offer.

Instructions
Please reference the RFP and self scoring instructions below for completing the self scoring process. Self scoring will be compared to the references provided for validity.
Procedures
Technical Category 1 Equipment
For vendors wishing to bid on Technical Category 1 - Equipment, please complete the following steps
Step 1:
Vendors should select the category they wish to be scored on from the drop down in B2.
Step 2:
Complete Section 1: Project Specific Scoring. For this section, vendors will need to answer questions based on their three approved projects used for past performance. Please note that for any projects referenced, information will be required to validate the self scoring completed by the vendors.
Step 2-1: For Project #1, provide the Project/Award Title and Award ID (Award Number).
Step 2-2: For Project #1, review and answer the questions #1-7 as they pertain the project. In the Answer section, you should select the appropriate response from the drop down. The Points column will auto calculate based on the response. The Maximum Points column indicates the maximum points available for that question.
Please note the following details:
For question, 3. Place(s) of Performance (Delivery/Service Locations). Select the answer of "Locally provided service/delivery" if the service or delivery area in the project is confined to no more than two states. The D.C. metro area (Virginia, Washington D.C., and Maryland) will be considered local. Select the answer of "Regionally provided service/delivery" if the support extends to three or more states. Select the answer of "Nationally provided service/delivery" if the support is throughout the contiguous United States.
For question, 4. Past performance (CPARS) rating (average). Select a response of N/A if the category was not scored on your past performance review or survey
For question, 5. Relevant technical sub-category areas of delivery. The sub-categories will populate based on the category selected from the drop-down in B2. If a row indicates "Do Not Complete", then vendors are not to select yes or no and to leave the drop down blank.
For question, 6. Number of technical sub-category areas of delivery supported in #5. Depending on the number of "yes" selections in question 5, select the appropriate answer.
Step 2-3: For Project #2, provide the Project/Award Title and Award Number.
Step 2-4: For Project #2, review and answer the questions #1-7 as they pertain the project. In the Answer section, you should select the appropriate response from the drop down. The Points column will auto calculate based on the response. The Maximum Points column indicates the maximum points available for that question. Refer to Step 2-2 for additional details on how to answer the questions.
Step 2-5: For Project #3, provide the Project/Award Title and Award Number.
Step 2-6: For Project #3, review and answer the questions #1-7 as they pertain the project. In the Answer section, you should select the appropriate response from the drop down. The Points column will auto calculate based on the response. The Maximum Points column indicates the maximum points available for that question. Refer to Step 2-2 for additional details on how to answer the questions.
Step 3:
Complete Section 2: Technical Category Scoring. For this section, vendors will answer the question based on all projects listed above.
Step 3-1: Across all three projects listed in Section 1, indicate the number of unique Agencies/Components within Government Departments that have been supported. For example, if Project #1 supported DHS, Customs and Border Protection, Project #2 supported DHS, Immigration and Customs Service, and Project #3 supported DOJ Marshalls, then the vendor should select 3 from the dropdown.
Step 4:
Verify responses and total score.
