2008 Project Study Report Summary
This is a project study report document related to the City of West Sacramento's US 50/BUS 80 Community Connectivity Project, a consultant services solicitation issued through Request for Proposal on December 13, 2025. The project involves comprehensive planning studies and conceptual designs addressing obsolete decommissioned freeway structures on Cabaldon Parkway and Jefferson Boulevard, with deliverables including a Project Initiation Document, community participation plan, and infill and transit-oriented development feasibility analysis. A pre-proposal meeting is scheduled for December 18, 2025, with written questions due by January 2, 2026, and proposals due February 20, 2026, at 5:00 pm. Interviews for shortlisted proposers are anticipated the week of March 9, 2026, with City Council award expected April 15, 2026. The initial contract term is up to three years with potential extensions for two additional one-year terms. The project aims to explore design alternatives for local community use, incorporate complete street elements, complement planned light rail extensions from Downtown Sacramento, and support nearby mixed-use and housing development projects.
The estimated project value is not to exceed $1,725,000 with a cost-plus-fixed-fee payment structure. Funding is provided through the Sacramento Area Council of Governments (SACOG) Reconnecting Communities & Neighborhoods (RCN) Program. Proposers must register on SAM.gov and demonstrate expertise in state and federal transportation planning procedures, compliance with Davis-Bacon prevailing wage laws, Federal Acquisition Regulations, and Title VI non-discrimination provisions. Evaluation criteria include firm qualifications (15%), staffing and project organization (20%), technical approach (30%), technical procedure ability (15%), financial responsibility (10%), proposal transmittal completeness (5%), and contract acceptance (5%). Consultants must maintain certified indirect cost rates and adequate financial management systems. The project currently has a Disadvantaged Business Enterprise (DBE) program suspension pending recertification.
