About this file
This is a Project Study Report prepared for the City of West Sacramento and the Sacramento Area Council of Governments (SACOG) in support of the US 50/BUS 80 Community Connectivity Project. The project seeks consultant services to conduct comprehensive planning studies and conceptual designs addressing obsolete decommissioned freeway structures on Cabaldon Parkway and Jefferson Boulevard, with deliverables including a Project Initiation Document, community participation plan, infill and transit-oriented development feasibility analysis, and optional tasks covering preliminary engineering and environmental analysis. A pre-proposal meeting is scheduled for December 18, 2025, with questions due by January 2, 2026, and proposals due by February 20, 2026, at 5:00 pm. Interviews for shortlisted proposers are anticipated for the week of March 9, 2026, with City Council award expected on April 15, 2026. The initial contract term extends up to three years, with potential extensions for two additional one-year terms.
The project is funded through the SACOG Reconnecting Communities & Neighborhoods (RCN) Program with an estimated project value not to exceed $1,725,000, structured as a cost-plus-fixed-fee arrangement. Proposers must register on SAM.gov and demonstrate expertise in state and federal transportation planning procedures, including compliance with Davis-Bacon prevailing wage laws, Federal Acquisition Regulations, and Title VI non-discrimination provisions. Proposal evaluation criteria include firm qualifications (15%), staffing and project organization (20%), technical approach (30%), technical procedure ability (15%), financial responsibility (10%), proposal transmittal completeness (5%), and contract acceptance (5%). The project is designed to support mixed-use housing development, improve community connectivity, and complement planned light rail extensions in the Sacramento area. A Disadvantaged Business Enterprise (DBE) program suspension is currently pending recertification.
