About this file

This is a Scope of Work document for Salt Lake City Corporation's Request for Proposals SLCI26052, which seeks a cloud-based Volunteer Management Software solution to centralize volunteer program coordination across multiple city departments. The solution must include core functional requirements encompassing volunteer registration and profile management, opportunity creation and assignment, calendar-based scheduling with automated notifications, digital check-in/check-out capabilities with time tracking, customizable reporting and analytics, role-based user permissions, and mobile accessibility. The City strongly prefers additional features including digital waivers, GPS-enabled event location tracking, automated text reminders, customizable reminder emails with reply functionality, accessibility information display, walk-up participant registration, and automated post-event surveys. Implementation services required include project planning, system configuration, data migration, staff training, testing and quality assurance, and go-live support.

The vendor must provide ongoing technical support through multiple channels, regular software updates and security patches, and a documented Service Level Agreement outlining response and resolution times. The solution should integrate with city systems including background check providers, HR or CRM platforms, and standard email and calendar applications. All security and compliance requirements mandate secure data storage and transmission using SSL encryption, robust user authentication and access controls, and adherence to applicable local, state, and federal data protection laws. The current environment involves manual processes and disparate systems across volunteer programs in community outreach, parks, public safety, and special events, with the procurement aimed at improving volunteer experience, enhancing staff efficiency, and providing centralized oversight of volunteer activities citywide.
