The contractor must develop and implement a Silver LEED-compliant Integrated Pest Management (IPM) program addressing indoor and outdoor rodent populations, insects, arachnids, bed bugs, and stinging insects, while excluding termites, nuisance birds, bats, snakes, mosquitoes, and vegetation-feeding pests from base services. Services will be provided by a dedicated full-time professional technician working two eight-hour days per week during regular business hours (8:00 a.m. to 5:00 p.m., Monday through Friday), with 24/7 emergency call-out availability. The contractor must conduct an initial pest assessment and deliver a written report within 30 days of contract activation. The scope includes 68 existing and new facilities totaling over 2.3 million square feet across the three airports, with indoor electronic multi-catch traps, exterior electronically monitored stations using Bluetooth and cellular technology, and electronic rodent attractant monitoring. A mandatory site visit is scheduled for Wednesday, February 11, 2026, at 8:00 a.m. at Salt Lake City International Airport Terminal, Level 2 information desk.

The contractor assumes full responsibility for employee safety, damage to city property caused by negligence, and all licenses and permits required to perform services. All employees accessing secured areas must complete security training, undergo a ten-year background check, and display airport badges on outermost clothing; unreturned badges incur a $100 fee per badge. The contractor must provide all equipment, materials, tools, transportation, and technology infrastructure, including cellular solutions and software updates at no additional cost. Emergency response times will be determined post-award, with general appointment arrivals required within 30 minutes of scheduled times. Quality control requires quarterly digital audits and management inspections every six months, with deficiencies categorized as severe, moderate, or mild and resolved at no charge to the airport. Supplemental services such as termite treatment, nuisance bird control, and bed bug inspections will be negotiated separately through signed amendments and compensated at rates to be established. The contractor must comply with Airport Redevelopment Program construction requirements, OSHA standards, and Utah Pesticide Control Rules, and shall work in coordination with the Airport Aviation Services Manager regarding airline flight bank scheduling and construction phases.
